【摘要】 口岸卫生检疫作为国家公共卫生体系的重要组成部分,享有公共卫生领域中的国防和国际医学安全的地位,发挥着健康安全屏障、国际预警及公共卫生安全危机管理的作用。目前,传染病对人类健康的威胁时刻存在,全球范围内的公共卫生环境并不安全,导致口岸卫生检疫面临着严峻的形势。然而,大型国际活动越来越多地在我国举办,又为口岸卫生检疫的发展带来了新的机遇。鉴于此,对现行口岸卫生检疫防控体系进行系统地研究。本文基于X市口岸的卫生检疫防控实际,选取现行口岸卫生检疫防控体系为研究对象。在理论层面上,通过收集、整理相关材料,系统梳理X市口岸卫生检疫防控体系的组织结构、法律支持和具体内容,并发现该体系存在的问题；在实践层面上,通过选取口岸卫生检疫防控体系在防控甲型H1N1流感和大运会卫生检疫保障方面的实施案例,对该体系实施效果和存在问题的原因进行总结、归纳和分析。在上述研究的基础上,借鉴国外口岸卫生控制的发展情况,从调整组织架构、强化法律支持、健全体系内容、提高保障能力四方面提出了改进口岸卫生检疫防控体系的建议。该论文的研究有利于进一步完善和健全口岸卫生检疫防控体系,有助于提升口岸卫生检疫防控能力,对指导今后X市口岸卫生检疫防控工作具有实际意义,对保障公共卫生安全、保护民众的身体健康也具有十分重要的意义。更多还原

【Abstract】 As a part of the national public health prevention system, Port health prevention and quarantine Plays an important role in the of national public health prevention and international medical safety and play the role of health and safety prevention international early warning and public health and safety crisis management. Now the situation of international public health is not safe, port health and quarantine facing a grim challenge. With more and more major international events held in China, it also brought new opportunities for the development of port health and quarantine. In view of this, the existing port health and quarantine prevention and control system systematically studied.Based on the health quarantine and prevention control of X-city frontier Port, the current control system was being researched. At the theoretical level, through the collection of relevant material, combing the development context of the port health and quarantine prevention and organizational structure, fundamentals of law and specific content, to find the shortcomings of the existed system; On a practical level, through the to select port health and quarantine prevention and control system in the prevention and control of influenza a H1N1influenza and support control of large-scale international universiade2011, summarize the implementation of the activities in health and quarantine protection case, its implementation, summarized and analyzed. On the basis of these cases studies, and reference port health control development of foreign countries, comprehensive protection mechanism to adjust the organizational structure, strength legal supporting, refine system, and enhance support capacity, four recommendations were suggested to improve prevention and control system of the port health and quarantine in China.The thesis is conducive to further improve the port health and quarantine prevention and control system, and help to improve the prevention and control capabilities of port health and quarantine, which has a very important significance in the protection of public health and safety, people’s personal physical health.更多还原
