【摘要】 在信息化与网络化高速发展的今天，越来越多的传统事务处理都开始转移到计算机和网络上来，从而了突破本身固有的一些局限性，大大提高了工作效率。传统的党务工作存在众多不足之处，比如非常复杂的业务流程，漫长的议事程序等待期，杂乱繁多的审批环节等等。为了解决以上问题，出现了党务管理系统为代表的电子政务系统，其目的是利用现代信息技术和网络技术实现党务工作的资讯传递迅速化、办公网络化、信息高度共享化，从而提高党务工作效率，促进相互协作，最终带给公众便利的服务。党务工作要逐步转移到利用现代化科技手段和科学管理方法处理的平台上。本文设计并实现了云南晋宁党务管理系统。本文在党务管理系统的国内外发展现状以及实现一个现代化的党务管理系统中所涉及到的理论知识与技术重点进行了深入的分析与研究的基础上，对现有系统的一些不足之处进行了总结，分析了党务系统在特定环境中的运用所遇到的一些现实需求问题，给出了云南晋宁党务管理系统的具体需求分析和实现方案。本文采用B/S结构,具体实现工作是在致力于互联网系统的应用的.NET平台上开展的，主要应用了.NET的ASP.NET技术作为Web交互的表现层，ADO.NET技术作为数据访问层。同时灵活的选用SQL Server2005为系统提供足够的结构化数据存储支撑。本文参考了现有的党务管理系统，详细论述了云南晋宁党务管理系统的总体分析、设计与实现，并且分析了云南晋宁党务管理系统的一些比较特别的需求，做出了详细的需求分析，设计出了各个功能模块以及系统的数据库，使此系统满足了高共享性和灵活可操作性的要求。更多还原

【Abstract】 With the rapid development of information technology and network, more and moretraditional transaction processing are shifting to the computer and network, and breakthrough some of the inherent limitations, greatly improved the work efficiency. Thetraditional government work existence many deficiencies, such as very complicatedbusiness processing, long waiting period of the program, mixed and disorderly ofexamination and approval link and so on. In order to solve the above problem, theparty affairs management system appeared which is a representative of e-governmentsystem, its purpose is making use of the modern information technology and networktechnology to realize the party work, so as to achieve transfer rapid change, officenetwork, information sharing height, and improved the efficiency of party work, andpromoted the mutual cooperation, and ultimately brought the convenient services to thepublic. Party work is gradually transferring to the processing platform which uses themodern science and technology means and scientific management methods.In this paper, the in-depth analysis and research has been studied which aims at thedevelopment status of the party affairs management system at home and abroad and thetheory and technology involved in the realization of modern party affairs managementsystem. Conclusion appeared that the system has some of inadequacies which are theparty system in specific environment application meet some real demands, and in thelight of these problems, we design and implement the Jinning of Yunnan province partymanagement system.The party management system involved in this paper uses B/S structure, the workof concrete realization is dedicated to promote on the.NET platform which is theapplication of Internet system, the main application of NET ASP.NET technology as thepresentation layer of Web interaction, ADO.NET technology as a data access layer.
