MB公司管理信息系统实施的组织匹配研究

【摘要】 二十一世纪是变革的时代,是信息化时代,企业要在激烈竞争的市场中获得一席之地,就需要拥有可持续发展的竞争力。对现代企业来说,企业竞争力包括了硬实力与软实力,硬实力是企业用以直接支持其市场行为的所有可量化的物质态要素,它包括企业设备、厂房、资本、人力、产量、收入、利润等要素;软实力就是整合和使用硬实力的能力,是企业发展不可或缺的支撑要素,是最终实现企业运营效能最大化的关键能力。MB公司是一家主要从事移动通信射频产品研发、生产和销售的高科技企业。在全球竞争日趋激烈以及经济危机的背景下,MB公司勇敢地转型升级,选择管理信息化作为战略武器,引进了亚太地区最大的管理信息系统提供商Y公司的管理信息系统。管理信息系统的引进无疑要对MB公司的业务流程进行梳理规范,这也给MB公司带来了新的挑战和机遇。MB公司的问题也在管理信息系统的实施过程中逐一浮现,管理信息系统运行了一段时间后,发现并未能达到系统实施目标及效果,通过多次调研评估,得出的结论是MB公司管理信息系统实施初期组织与系统匹配不足的问题导致管理信息系统实施效果未达预期。MB公司在管理信息系统的实施过程中所遇到组织匹配的问题,也是近些年来大部分企业没有实施好管理信息系统的主要原因所在。管理信息系统进入国人视线可以追溯到上世纪90年代,当时的管理信息系统对于企业来说还是奢侈品,引进一套管理信息化系统需要少则几百万、多则上千万的投入。近些年随着企业对管理信息系统的要求越来越高,管理信息系统也越来越完善,过去由于系统原因而致使实施失败的占多数,如今导致实施实拍的原因则以系统实施的组织匹配问题居多。本文将从MB公司的管理信息系统实施情况出发,选取导致管理信息系统实施效果不佳的几个方面原因作为研究对象,基于IT规划、战略管理、组织行为学等基本理论,对MB公司实施管理信息系统过程中存在的问题进行分析,同时结合管理信息系统应用的发展及趋势,提出管理信息系统实施成功的必要因素,以期对要引进管理信息系统的企业提供思路和借鉴。

【Abstract】 Since the21st century, an information era with great reform, an enterprise whichwants to occupy a tiny space in the marketmust build its sustainable competitive edge.For modern enterprises, competitiveness includes hard strength and soft strength. Hardstrength means the quantifiable material elements which support the enterprise’s marketbehavior directly. It consists of equipment, plant, capital, labor, output, profit etc. Softstrength means integrate the power of hard strength; it is an indispensable underpinningto the development of enterprises, and also the key ability for maximizing efficiency ofenterprise operation finally.MB is a high-tech company, which mainly focus on research, production and salesof wireless RF products. In the context of increasingly fierce global competition and theeconomic crisis, MB has transformed and upgraded bravely, it has chose informationmanagement as a strategic weapon, introduced the management information system(MIS) which provided by Y company, the largest provider of MIS in the Asia-Pacificregion.The introduction of MIS will undoubtedly contribute MB to standardize themanagement process,and will also bring MB new challenges and opportunities. AfterMIS functioning a period of days on MB, some problems arose on, it had not get theidea results of system operation. With several investigations, research and assessments,the conclusion is, MB’s organizing and system matching problem in the initialimplementation time has leads the disappointed result.The organizing and system matching problem which MB suffers in the operationof MIS, is also the main problem that the majority enterprises get a bad results on MISoperation. It can be traced back to1990s that MIS’s entry to China. At that time, MIS isabsolutely a luxury to the enterprises, applying a set of MIS means an investment ofmillions or even tens of millions of Yuan. Recent years, with company’s demand forMIS getting higher and higher, MIS has getting better and better itself. Historically, themajority of failure implementations of MIS are caused by the system itself, but now, thefailures are majorly caused by organizing and system matching problems.This article firstly gives a highlight to MB’s MIS implementation, focus on theproblems which lead the failure results, give a study on MB’s problem of MIS implementation based on some classical theories of IT schematization, StrategicManagement and Organization Behavior. Moreover, with considering the developmentaltendency of MIS’s applying, the article informs the necessary factors for a successfulimplementation of MIS in the hope of make some referenced value to the enterpriseswhich are prepared to introduce MIS in.
