【摘要】 从十六大我国将可持续能力不断增强作为全面建设小康社会的重要内容开始，可持续发展战略便成为我国的重要发展战略，十八大进一步提出坚持可持续发展战略，推动我国经济增长发展的全面可持续化，努力建设美丽中国。农业作为国民经济发展的基础，为国民经济发展提供物质支持和保障，我国作为农业大国，农业在我国经济中占据重要地位，不仅影响到我国居民生活水平，同时也影响到我国经济发展方式转变的规模和速度。农业可持续发展是在满足当代社会对农产品需求的基础上，广泛利用现代化农业技术和经营理念，倡导自然、生态和谐的长远、永续发展的农业发展理念，是运用可持续发展的原理、方法，寻求农业生物与其环境之间最适当的关系，通过建立相对应的农业技术体系和农业资源综合管理战略，对提高农业的综合生产力，提高发展的稳定性和持续性，实现农业的持续增长有着极为重要的作用。因此，农业可持续发展，对我国社会发展具有不可替代的作用。黑龙江省垦区作为我国重要的商品粮基地，粮食商品率较高、土地规模经营程度较高、现代科技应用充分、自然资源丰富，对我国农业发展具有极强的示范作用和实际带动作用。因此，促进黑龙江省垦区农业可持续发展，对带动我国农业可持续发展，推动我国农业发展形势从粗放型向集约型转变具有十分重要的意义。而且，相对于我国其他地区，黑龙江省现代农业、规模农业发展基础较好，更有利于农业可持续发展的进一步推广。综上所述，研究黑龙江省垦区农业可持续发展现状，分析其发展存在的问题，并提出相应对策，对黑龙江省农业可持续发展、整体经济可持续发展具有十分重要的作用，具有极强的现实意义。全文共分六章：第一章：导论。阐述了本文研究背景、研究目的、国内外研究现状、研究内容、研究方法和技术路线图，确立了研究具体思路。第二章：概念界定和相关理论。主要界定了可持续发展和农业可持续定义，对可持续发展理论、生态经济理论、循环农业理论进行阐述，为本研究奠定理论基础。第三章：黑龙江省垦区农业可持续发展现状，主要介绍了黑龙江省垦区农业可持续发展基础，技术应用情况，政策情况等。第四章：黑龙江省垦区SWOT分析，主要分析了黑龙江省垦区发展优势、劣势、机遇和威胁，为黑龙江省垦区农业可持续发展战略选择和对策建议的提出奠定理论基础。第五章：战略选择和对策建议。基于黑龙江省垦区实际发展情况在SWOT分析的基础上，为黑龙江省垦区农业可持续发展确定SO-ST发展战略，并提出包括合理调整黑龙江省垦区农业产业结构，系统推进农业可持续发展，大力发展特色农业，保障经济效益的同时推动农业可持续发展，进一步推动垦区管理机制改革，为农业可持续发展提供组织保障，发挥农业技术推广体系作用，为农业可持续发展提供技术支持的针对性对策建议。第六章：结论。更多还原

【Abstract】 Of the16th China will continue to enhance the sustainability of building amoderately prosperous society as an important beginning, our strategy of sustainabledevelopment has become an important development strategy, eighteen furtherproposed strategy of sustainable development, and promote the development ofChina’s economic growth comprehensive and sustainable, and strive to build abeautiful China. Agriculture as the basis for national economic development,providing material support for the development of national economy and security,China is a large agricultural country, agriculture occupies an important position inChina’s economy, not only affects our living standards, but also affect China’seconomic development mode shift size and speed. Sustainable development ofagriculture is to meet the needs of contemporary society for agricultural products onthe basis of extensive use of modern agricultural technology and business philosophy,advocating natural, ecological and harmonious long-term, sustainable development ofthe agricultural development philosophy is to apply sustainable developmentprinciples, methods seeking between organisms and their environment agriculture themost appropriate relationship by establishing corresponding agricultural technologysystem and agricultural resources management strategies, to improve comprehensiveagricultural productivity, stability and sustainability of development, to achievesustained growth in agriculture has an extremely important role. Therefore,sustainable development of agriculture, the development of our society has anirreplaceable role.Reclamation of Heilongjiang Province, an important commodity as the amountof base, food commodities higher, a higher degree of scale land management, theapplication of modern technology fully, abundant natural resources, agriculturaldevelopment in our country has a strong role model and the actual leading role.Therefore, the promotion of sustainable development Heilongjiang Reclamation Area,in driving the sustainable development of China’s agriculture, and promote China’sagricultural development situation from extensive to intensive changes of greatsignificance. Moreover, compared to other regions in China, Heilongjiang Province,modern agriculture, large-scale agricultural development is better, more conducive tothe further promotion of sustainable agricultural development. In summary, the studysustainable agricultural development Heilongjiang Reclamation, analyzes its development problems and propose appropriate measures for sustainable developmentof agriculture in Heilongjiang Province, the overall sustainable economicdevelopment has a very important role, with a strong practical signiifcance.Paper is divided into six chapters:Chapter I: Introduction. This paper describes the background, purpose，status,contents, methods and technology roadmap, established the study of specific ideas.Chapter II: Concept deifnition and related theory. Mainly deifnes the deifnitionof sustainable development and sustainable agriculture, sustainable developmenttheory, ecological economic theory, expounded the theory of the agricultural cycle，the theoretical basis for the present study.Chapter III: Heilongjiang Reclamation Sustainable Development of Agriculture,mainly introduced Heilongjiang Reclamation Area foundation for sustainabledevelopment, technology application, policies and so on.Chapter IV: Heilongjiang Reclamation SWOT analysis, the main analysisHeilongjiang reclamation area development strengths, weaknesses, opportunities andthreats for the sustainable development of Heilongjiang Reclamation AreaSuggestions strategic choice and the theoretical basis for the proposal.Chapter Five: Strategy and countermeasures.
