丹东地区经济开发背景下农民工技能培训问题研究

【摘要】 丹东地区培训学校少,培训资源缺少,经济实力不足导致技能下降,技能下降反制经济下滑。丹东地区经济的飞速发展催生产业结构快速升级,客观上要求当地农民工具备一定的技能来支撑经济流变。目前,丹东地区农民工技能培训存在若干问题,农民工所拥有的技能水平和结构,难以满足当地经济发展的需要,由此,本文以对丹东地区农民工技能培训为研究核心,依托系统的规范与实证研究,努力寻找促进丹东地区农民工技能培训发展的对策建议,为丹东地区经济发展奠定人材支持。本文共分为七个部分,第一章为绪论,主要交待研究背景、研究目的和意义、国内外研究综述、研究方法和技术路线等,为全文研究设定研究框架;第二章为概念界定、技能培训的原则与经济学分析,主要包括农民工技能培训、农民工人力资本、沿海经济开发等三个概念界定,提出人为本、满足经济开发需要、因地制宜和可持续发展的原则,并从均衡理论、成本与收益和人力资本理论进行规范分析,为全文交待研究对象和奠定研究理论支撑;第三章为主要国家经验借鉴,主要从美国、日本和韩国等国家进行经验梳理,为全文观点的形成提供经验借鉴;第四章为丹东地区农民工技能培训现状与特点,为全文研究奠定基础;第五章为丹东地区农民工技能培训存在的问题与成因,本章为全文的核心,主要包括丹东地区农民工技能培训中存在的五个具体问题,并进行五项成因分析;第六章为解决丹东地区农民工技能培训问题的对策;第七章为全文结论,归纳全文研究结果和观点。本文的主要结论:在农民工技能培训过程中,主要存在培训内在需求不足、农民工认识偏颇、市场机制滞后、培训内容以简单作业为主、多样化培训体系尚未形成。制约农民工技能培训的因素主要体现在政策因素、经济因素、体制因素和自身因素。通过借鉴发达国家农民技能培训的经验,加强农民工技能培训的对策和措施主要有:将培训纳入经济开发规划之内,构建经济开发背景下的培训政策体系,按经济开发需要形成技能培训体系,引入外生性农民工技能培训力量,政府对市场配置受训农民工进行调控,降低农民工技能培训的明显成本。本文旨在找出制约丹东地区农民工技能培训的问题,查找问题的成因,有的放矢地提出旨在促进丹东地区农民工技能培训问题解决的对策建议。以其增强理论研究对该地区农民工技能培训工作的指导作用,充分释放丹东地区农民工对促进丹东地区城镇化建设的积极作用。

【Abstract】 Dandong area school less, lack of training resources, the lack of economic strength in skills decline, decline counter economic downturnskills. The rapid development of the birth of the rapid escalation of the industrial structure of Dandong area economy, the objective requirements of local migrant workers have the skills to support the economy change。At present, migrant workers skills training in Dandong area there are a number of problems, the level and structure of migrant workers have the skills, to meet the needs of local economic development, therefore, based on the training of migrant workers the skills of Dandong area as the research core, normative and empiricalresearch based on the system, trying to find the countermeasures to promote the development of skills training for migrant workers in Dandong area, provide personnel support for the economic development of Dandong area。This paper is divided into seven parts, the first chapter is the introduction, mainly introduce the research background, research purpose and significance, research review, research methods and technical route,set research framework for the whole study principles and economic analysis; second chapter is to define the concept, skills training, including skills training for migrant workers, migrant workerscapital, coastal economic development put forward three concepts,people oriented, to meet the economic development needs, suit ones measures to local conditions and the principle of sustainable development, and analysing the cost andbenefit from the equilibrium theory, and the theory of human capital, as the research object andexplain layon the theoretical support; the third chapter is themainnational experience, mainly from the United States experience carding,Japan and South Korea and other countries, to provide experience and referencefor the formation of a full view of the fourth chapter is thefarmers; skill training status and characteristics in Dandong area, it is the base of the thesis; the fifth chapter is the problems and causes existingskills training migrant workers in Dandong area, this chapter is the core of the thesis, mainly including five specific problems intraining farmersskills in the Dandong area, and five for The sixth chapter is analysis;countermeasures to solve the problems of migrant workers skills trainingin Dandong are a; the seventh chapter is the conclusion, summarizes the results and perspectives.The main conclusions of this paper: in the migrant workers skills trainingprocess, training internal demand, mainly migrant workers awareness of bias, market mechanism lag, the training content with simple operation,diversity training system has not yet formed. Factors restricting migrant workers skills training is mainly reflected in the policy factors, economic factors, institutional factors and self factors. Through the experiences of developed country farmer skill training experiences, strategies and measures to strengthen skills training for migrant workers are mainly: thetraining within the economicdevelopment planning, economic development under the background of constructing the training policy system, the formation of skill training system according to the economicdevelopment needs, introducing exogenous skills training for migrant workers, the government of the market in the allocation of training ofmigrant workers regulation, obviously reduces the cost of migrant workers skills training。This paper tries to find out the restricting migrant workers skills trainingissues in the Dandong area, find out the cause of have a definite object in view, putforward to promote the countermeasures to solve the problems of migrant workers skills training in Dandong area. In order to enhancethe theoretical research tothe guidance function of training migrant workers skills in the area, the full release of migrant workers in Dandong area to promote the urbanization construction in Dandong area.
