【摘要】 随着全球环境的不断变化,极端天气情况出现频率逐渐增多,防汛管理作为城市管理的重要组成部分,在保障城市安全,强化城市意识,凝聚城市文化等方面将会发挥越来越重要的作用。然而,目前我国城市防汛体系还比较薄弱,防汛能力相对于发达国家来说还很低,防汛规划不完善,防汛工程措施与非工程措施缺乏科学的融合,城市防汛参与者之间的相互关系缺乏有效的统一。基于此,本文立足于中小城市防汛管理体系的一般理论,结合山东省日照市的城市防汛管理现状及问题这样的特殊情况,从“一般——特殊”角度对我国中小城市的防汛管理体系进行了深入系统地研究。首先,本文在绪论里介绍了研究背景、研究意义、国内外研究现状、研究方法、主要研究内容及结构安排；其次,总结了有关中小城市防汛管理的理论基础,包括城市防汛的涵义和界定、城市防汛管理问题的理论和现实形成分析、城市防汛管理的理论；第三,以山东省日照市为例,分析了中小城市防汛管理的现状,包括日照市基本概况、日照市城市防汛管理现状及制度、日照市防汛管理体系的现实表现；接着本文分析了日照市城市防汛管理存在的主要问题并给出了改进中小城市防汛管理体系的对策建议。希望本文的分析能为日照市防汛管理体系的发展提供一定的借鉴和参考,更为其他中小城市的城市防汛管理体系的完善和改进提供理论和实践帮助。更多还原

【Abstract】 With the ever-changing global environment, the frequency of extreme weather conditions gradually increased, flood management as an important part of urban management, the protection of urban security, strengthen urban consciousness, cohesion and other aspects of urban culture will play an increasingly important role. However, China’s urban flood control system is still relatively weak, flood control capacity is still very low compared to developed countries, imperfect flood control planning, flood control engineering measures and non-engineering measures lack of scientific integration, urban flood control relationships between the participants lack of effective unity. Based on this, based on the small city flood control and management system of the general theory, combined with Rizhao city flood management status and problems of such special circumstances, from the "General-special" perspective on China’s medium and small cities of the flood management system. Firstly, the paper describes the research in the introduction in the background, significance, research status at home and abroad, research methods, main content and structural arrangements; secondly, summed up the small city on the theoretical basis of flood management, including the definition of urban flood control and definition of standards, urban flood management issues theoretical and practical formation analysis, urban flood management theory; Thirdly, Rizhao City, Shandong Province as an example, analyzes the status of small and medium cities flood management, including basic overview of Rizhao, Rizhao City Flood Control status and system management, flood control and management system Rizhao realistic performance; Then This paper analyzes the Rizhao City Flood Control and Management of the main problems and gives improved flood management system Rizhao City countermeasures.
