【摘要】 随着新农村建设的推进,在实施工业化、信息化、城镇化同步推进农村现代化的“四化同步”战略中,农村信息化犹为重要.其中,电子政务对新农村的信息化建设具有重要的意义,通过建立完善的农村电子政务公共服务体系,推动电子政务公共服务延伸到农村,逐步增加服务内容,扩大服务范围,提高服务质量：通过计算机技术可有效地融合农业资源建立高效、高覆盖面、精准服务的适合中国新型农村发展的乡镇化管理信息网络因此,电子政务将在中国特色的新农村建设中发挥重要作用。本课题选择天津市东丽区么六桥乡作为研究乡镇电子政务的切入点,么六桥乡电子政务建设是适应当地经济、社会发展需要而开展起来的。么六桥乡农产品丰富,工业基础良好,但受地理位置较偏、信息化发展缓慢等多方面的影响,导致其内外部的信息交流沟通不畅,外部市场的新技术、市场新变化无法马上反馈到当地企业和农户中,造成商机的延误,成为当地经济发展的重要障碍之一。根据么六桥乡乡镇管理工作的特点以和不足,基于WEB技术为么六桥乡设计开发的乡镇电子政务系统,建立电子政务平台,提高了该县新农村的信息化建设水平,普及了农村信息网络的利用率,对农村进行信息化的建设与管理,以信息化、网络化促进农村经济的发展.本文首先简要的介绍了课题的背景,讨论电子政务相关概念,以及国内外电子政务发展现状,比较了国内外电子政务发展的特点,分析了乡镇电子政务的发展趋势。然后根据么六桥乡电子政务发展情况论述了么六桥乡电子政务可行性,提出了该乡电子政务系统的需求,并从功能性及非功能性两个角度讨论了具体的需求内容。结合具体的需求,设计开发了满足么六桥乡政府机构管理的乡镇电子政务系统框架,该系统包括公文管理、个人事务管理、日常事务管理、综合信息管理、短信服务管理及系统管理六个功能模块。最后论文对系统的实现、测试和实施进行了方案设计和结果讨论。更多还原

【Abstract】 With the promotion of new rural construction, in the implementation of the industrialization, urbanization, information synchronization to promote the modernization of rural areas of the "four modernizations synchronization" strategy, rural information is of great importance. Among them, has the vital significance of e-government construction of new countryside, through the system of Rural E-government public services and establish a complete, the electronic government affairs public extension services to rural areas, gradually increase the service content, expand the scope of services, improve service quality:through the computer technology can effectively fusion of agricultural resources to establish efficient, high coverage, accurate service for the township management information network of China’s new rural development therefore, e-government will play an important role in Chinese characteristics in the new rural construction.The Yaoliuqiao County Tian Jin Province as an entry point to study the construction of e-government, e-government Yaoliuqiao County is to adapt to the needs of local economic, social development. Yaoliuqiao County agricultural products rich, a good industrial base, but affected by geographical location than the partial, the slow development of information technology and so on, resulting in information communication of the internal and external are sluggish, new change and new technology, market external market cannot immediately fed back to the local businesses and households, resulting in business delay, become one of the most important obstacles to the development of local economy. According to Yaoliuqiao County township management features and shortcomings, WEB technology for the development and design of Yaoliuqiao County Township e-government system based on E-government platform, establish, improve the information construction of the new rural level, the popularization of rural information network rate, construction and management of rural informatization, promote rural economic development with informationization, networking.This paper first briefly introduces the background of the topic, the discussion of the related concepts of e-government, e-government development situation at home and abroad, the development of e-government both home and abroad, analyzes the trend of development of township e-government. Then analyzes the key technology of the computer used in the construction of Rural E-government system, this paper mainly discusses the Web technology, ASP.NET technology, BS system structure and its realization technology of SSH. Then according to the Yaoliuqiao County e-government development discusses e-government feasibility of Yaoliuqiao County, the county of e-government system, and discussed the specific needs of content from the perspective of functional and non-functional two. Combined with the specific requirements, design and development to meet the township e-government framework systems management in Yaoliuqiao county government, the system includes six function modules of archives management, personal affairs management, daily affairs management, information management, message management and system management.
