【摘要】 矿产资源开发如同一把双刃剑，长年的矿产资源开发一方面为我省经济建设做出了杰出的贡献，另一方面事来大量的矿山地质环境整治问题，严重阻碍了部分地区经济社会的和谐发展，成为可持续发展的制约因素。如何在合理开发矿产资源的同时，适应资源节约和环境保护的“两型社会”建设要求，做到有效保护地质环境，保障人民生命财产安全，为人民群众建立良好的生存生活及生产环境，是当前地质环境工作必须面对和解决的问题。而且，随着湖南经济的快速发展，矿山地质环境整治的压力还将不断增大。加强湖南矿山地质环境整治研究，指导解决湖南严重的矿山地质环境问题，有利于全省生态环境质量的全面提高，有利于人民生活质量的提高，并早日达到高质量的小康水平。湖南矿山地质环境整治起步较晚，基础相对薄弱。本文系统阐述了湖南省矿山地质环境整治现状，指出当前存在的监督管理力度不够、管理体制需理顺、整治技术落后、整治经费欠缺等问题，运用可持续发展理论、外部性理论等原理，从法律、行政、经济三个角度提出加快推进湖南省矿山地质环境整治立法进程、加大矿山地质环境整治执法力度、实施严格矿山地质环境行政审批管理、实行矿山地质环境整治备用金制度、拓展矿山地质环境整治的投融资渠道、建立健全矿山地质环境监测网络、鼓励矿山地质环境整治应用技术研究和创新、切实加强全过程监督管理等相应具体措施建议。更多还原

【Abstract】 Resources and environment is the basis of human survival and development，protection of the environment is a big strong nation tranquility. The party centralcommittee and the state council attach great importance to environmental protection，the environmental protection as the comprehensive construction well-off society andaccelerating socialist modernization great historical task，in very important strategicposition to grasp. Mineral resources is the current social development importantproduction one of the resources，how to reasonably develop mineral resources，fullyguarantee the production development in the source of supply of resources，andmeanwhile do the effective protection of geological environment， safeguard thepeople’s life and property safety，for the people to establish good survival life andproduction environment，is the current geological environment must face and solvethe problem. Mine geological environment has the resources and environment dualattribute, the bigger the geological environmental capacity and good geologicalenvironment quality is beneficial to the normal mining production, the weak ordeteriorating geological environment influence and restrict the normal production ofmine. In most cases, the unreasonable human engineering activity caused bygeological disasters have more than the natural factors of geological disasters causedby. And mine geological environment change once beyond the capacity of geologicalenvironment of mining area, can produce sudden geological disasters and cumulativesoil environmental heavy metal pollution and so on mine environment geologyproblem, endangers the normal production of mine and residential living environmentsecurity. Based on the full investigation and study of the present situation of the minegeological environment in hunan province are put forward based on the existing legalprotection and technical standard system needs to be further perfect and unified minegeological environment deposit capture puts system further to improve, to restore thegovernment supervision and management to be further strengthen, managementsystem, division of responsibilities to be further clear, mine geological environmenttreatment technology problems such as backward, and puts forward the minegeological environment treatment in hunan province, the author discusses the generalidea of hunan province and put forward the accelerate the mine geologicalenvironment protection legislation process, increase the mine geological environment protection law enforcement, implementing strict mine geological environmentadministrative examination and approval management, implement mine geologicalenvironment management system, develop a shot in the locker of mine geologicalenvironment protection investment and financing channel, the mine geologicalenvironment property rights system, establish and perfect the mine geologicalenvironment monitoring network, encourage mine geological environment protectionapplication technology research and innovation, strengthen the supervision andmanagement of the whole process and the corresponding specific measures suggest.更多还原
