基于电子海图的海上钻井平台对通航安全影响评价系统设计与实现

【摘要】 近年来,我国在渤海、东海、北部湾等沿海通航水域建设了众多的海上钻井平台,海上建设钻井平台对其附近海域的通航环境产生一定影响。目前针对海上钻井平台对通航安全影响评估论证工作通常的做法是根据评估人员经验进行分析论证,在评估内容的选取、执行标准、论证评估的层次方面差别较大,而得到的安全评估结果带有相当大的人为主观性,可能造成同一工程评估结果不一致。因此研究建立科学、合理的海上钻井平台对通航安全影响的评价模型,进而根据模型设计便捷、高效的基于电子海图的海上钻井平台对通航安全影响的评价辅助决策系统,是提高对于海上钻井平台对通航安全影响论证科学性和先进性的有效方法。与其他涉水工程相比,海上钻井平台工程有其自身的特殊性。对于专门针对海上钻井平台工程对附近水域通航环境安全影响,目前国内外研究较少。本文试图通过分析海上钻井平台的特点,首先将北部湾水域看成相对独立和完善的系统,以系统安全工程为主导思想,分析对海上钻井平台附近水域通航环境与通航安全的造成危险的影响因素,结合其他学者的相关研究成果来确定评价指标体系;然后以指标体系为基础采用层次分析法和模糊综合评判的方法,根据有关数据调查资料以及通过对专家问卷调查数据的统计和分析,确定各指标的权重和评价指标量化标准,建立海上钻井平台对通航安全影响评价模型;最后为了更直观地评价海上钻井平台附近水域的通航安全影响,将海上钻井平台对通航安全影响评价模型进行模块化分析,利用组件式GIS的优点,建立基于电子海图的系统平台,在海图平台实现对北部湾海上钻井平台信息的输入与分析,同时在windows的framework3.5平台上实现综合评判中的模糊变换、模糊综合评判的运算模型建立、评判因素指标权重建立转换以及最终的模糊综合评判结果在电子海图平台上的输出。本文从通航安全的角度对北部湾海域海上钻井平台对通航环境影响因素进行统计分析,建立海上钻井平台对通航安全影响评价模型,并以模型为基础研究设计开发了一种面向对象的基于电子海图的海上钻井平台对通航安全影响评价辅助决策系统。利用该系统对某北部湾海上钻井平台工程对通航环境影响进行实例验证。通过系统验证结果与专家调查的论证结果的比较证明该模型和系统的有效性,评价模型和辅助决策系统可以为水上船舶交通安全管理部门的通航影响论证提供科学的决策依据,具有一定实用性。
【Abstract】 Recently,a lot of offshore drilling platforms are going on navigable waterways on the BoSea, the East China Sea and the Beibu Gulf. Offshore drilling platform could have an impact onnavigation safety in its navigable waterways. At present, the Evaluation System of NavigationSafety Impact from Offshore Drilling Platform mainly based on the appraisers’ experience,lacking of scientific criterion. Studying on offshore drilling platform navigation safety impactassessment model and designing an object-oriented comprehensive evaluation system based onelectronic chart of offshore drilling platform is the effective method to improve rationality,normality and scientificity on Evaluation System of Navigation Safety Impact from OffshoreDrilling Platform.Compared with other hydrographic construction, offshore drilling platform project has itsown particularity. This article through the analysis of the characteristics of offshore drillingplatform, in system safety engineering as the leading thought, analyzing of offshore drillingplatform in waters near the navigable environment and the influence of the navigation safety ofdangerous factors based on the relevant research achievements of other scholars to determineevaluation index system. On the basis of the index system using analytic hierarchy process (AHP)and fuzzy comprehensive evaluation method this article establishes offshore drilling platformnavigation safety impact assessment model, the offshore drilling platform of navigation safetyimpact assessment model for modularity analysis. Use of the advantages of component GIS, andset up platform of electronic chart, it realizes that the input of Beibu Gulf offshore drillingplatform information and analysis in Electronic Chart Display and System (ECDIS) platform.This paper analysis Beibu Gulf waters offshore drilling platform of the navigationenvironment from the Angle of navigation safety, establishes offshore drilling platformnavigation safety impact assessment model, on the basis of the model is design and develop anobject-oriented comprehensive evaluation system based on electronic chart of offshore drillingplatform. Evaluation model and system provide scientific decision basis for safety managementdepartment for water vessel traffic and has a certain practicality.
