提升民主党派参政议政有效性的对策研究

【摘要】 民主党派在我国的经济、文化、社会生活中具有重要而特殊的地位。民主党派通过所联系的社会阶层和界别,了解所联系群众的诉求并进行利益整合与表达,通过参政议政参与到公共决策制定的过程中去。可以说,提升民主党派参政议政的有效性对于促进民主党派在社会管理中的作用发挥起至关重要的作用。目前,民主党派在参政议政的实践中取得了一定的成绩,但是受到种种因素的制约,民主党派在参政议政过程中,还存在一些问题,进而影响了民主党派参政议政有效性的充分发挥。本文以扬州市民主党派为研究对象,通过问卷调查、查询资料、走访调查和进行专人访谈等,归纳出民主党派参政议政的主要途径有：通过“两会”提交提案和议案、参与人大和政协、担任各级政府及司法机关职务、担任特约员、参加民主协商会和情况通报会等、组织专题视察调研座谈。民主党派参政议政呈现出以下基本特点：以团结合作为出发点、体现协商民主的核心思想、形成相对固定的基本模式、具有相对的稳定性和保障性、参与政府决策的常态化。民主党派参政议政实践中存在的问题是：建言水平有待进一步提高、监督能力有待进一步提高、协商实效有待进一步改善、调研针对性有待进一步加强。对制约民主党派参政议政有效性发挥的原因从民主党派内部因素和参政议政外部环境因素两个层面进行阐述,在此基础上,探索出提升民主党派参政议政有效性的对策建议,仍然从民主党派内部因素和参政议政外部因素这两个层面进行剖析,提供建议如下：提高民主党派成员参政议政的能力、增强民主党派的代表性、充实民主党派参政议政的人才队伍、强化相关制度的落实、拓展民主党派的知情渠道、提升社会各方的支持力度。更多还原

【Abstract】 Democratic parties play an important and special role in China’s economy, culture and social life. Through social classes and sectors they contact, democratic parties understand the demand of the masses and integrate the expression of the interests. Through political participation, democratic parties participate in the process of public decision-making. It is of great significance for to enhance the effectiveness of the democratic parties and promote the role of the democratic parties in the social management. At present, in the practice of participation in politics, democratic parties have made some achievements, but are subject to various factors. There still exist some problems in the process of political participation, which furthermore affect the effectiveness of the democratic parties.Based on democratic parties in Yangzhou City as the research object, the paper employs questionnaires, information requisition, interviews and special features, summarizing the main approaches of political participation:submission of proposals by the "two sessions", participation in the People’s Congress and Political Consultation Congress, function as contributing members in government and the judiciary, participation in the democratic consultation and organizing special inspection research forum. Basic characteristics are shown: unity and cooperation as a starting point, reflecting the core idea of deliberative democracy, formation of a relatively fixed mode, relative stability and security, and the normalization of participation in government’s decision-making. Problems in the practice of democratic parties are:suggestions level needs to be further improved, the ability to supervise improved, negotiation effectiveness enhance, the research targeted strengthened. The reasons for the restriction of effectiveness for democratic parties are explored from the perspective of internal factors and external factors of political participation. In the same way, two factors are analyzed for countermeasures and suggestions to enhance the effectiveness. The recommendations are offered as follows:to improve the ability of members in democratic parties to participate in politics, and enhance the personnel of representatives in democratic parties, to strengthen the implementation of policies, to expand informed channels for democratic parties, and to enhance the support of all social sectors.更多还原
