都江堰灌区水利信息化建设研究

【摘要】 本文分析了国内外水利信息化及灌区信息化的建设现状和我国在灌区信息化建设中遇到的问题,结合都江堰灌区的实际情况,针对当前水利管理部门的需求,运用现代网络技术、数据库等计算机技术对灌区信息管理系统、信息网络平台、信息采集系统进行了研究,对实现灌区水资源合理配置利用提供一定依据。通过对上述内容的分析和研究,本论文取得了如下结论:(1)设计了由水情、雨情、墒情、旱情采集系统组成的信息采集系统,使水情、雨情、墒情和旱情数据在短时间内传递至信息中心,供管理人员准确快速决策服务,以便及时进行洪水预报和优化调度,降低水害损失,提高水资源利用率。其中,水情、雨情采集系统主要由中心站、中继站和遥测站组成,其中中心站由实时监控服务器、数据服务器、预报分析站、通讯设备、电源系统、防雷设施、软件系统;遥测站主要由传感器、遥测终端、电源系统、通讯设备、防雷设备等组成。墒情采集系统主要由土壤墒情传感器、墒情遥测终端机、通信设备电源设备、避雷设备组成;旱情采集系统主要通过遥感技术实现。(2)由渠系自动化系统、闸门自动控制系统、水库联合调度系统组成的信息综合管理系统使都江堰灌区建立了集信息采集、信息综合处理为一体的灌区信息系统,实现了都江堰灌区信息的自动采集、传输、处理等功能,为灌区水资源合理配置提供了重要基础。渠系自动化建设包括渠系水雨情与工情数据平台、专业应用平台、决策支持平台和仿真模拟平台;闸门自动控制系统建设主要由系统中央控制室(监控中心)和闸门现场监控装置两部分组成;水库联合调度主要由多水库调度组成。(3)在都江堰灌区信息化建设的基础上建立节水生态灌溉系统,从科学管水、统一配水、高效用水、保护生态四个方面进行末级渠系节水生态技术示范片区建设工作。该系统由智慧渠系水量实时监测与管理决策支持系统,无线及有线通讯系统,综合信息采集终端组成。(4)在灌区信息化建设的基础上,结合信息的重要性以及信息系统的特点,从设备安全和信息安全两方面出发,设计和建设了信息安全系统。其中,设备安全主要由物理安全、运行安全、管理安全构成。信息安全主要由内网流量控制、访问控制、权限管理、加密管理组成。

【Abstract】 This paper analyzed the current study situation of irrigation area informationization construction and the present irrigation area infomationization construction main problems of our nation. Incorporation with practical situations of Dujiangyan irrigation area and aimed at general need of current irrigation area management branch, studies were made on water conservancy system, irrigation area information platform construction and irrigation area information collection system by using advanced computer technologies such as internet technology and database etc. which were of reference significance for realizing appropriate utilization of water resource at irrigation area. Through analysis and studies of above points, this paper has gained achievements as following:(1) We brought forward the information collection system construction scheme composed of water regimen, rain regimen, moisture regimen and drought regimen. This scheme could make the water, rain, moisture and drought regimen data been delivered to the decision-making body at the shortest time, which could facilitate flood prediction and optimized scheduling, and thus could attain the goal of reducing water conservancy lost and increasing water resource usage rate.Rainfall and water regime collection system mainly consists of the central station, relay station and telemetry stations, in which the central station is made up of the real-time monitoring server, data server, forecast analysis station, communications equipment, power systems, lightning protection facilities and software systems; telemetry stations is mainly made up of the sensor, telemetry terminal, power systems, communications equipment, lightning protection equipment and other components. Moisture collection system mainly consists of soil moisture sensor, moisture telemetry terminals, communications equipment, power supply equipment and lightning protection equipment; drought acquisition system mainly works by remote sensing techniques.(2) The comprehensive information management system, which is composed of canal automatization, gate automatic control and combined scheduling reservoir system, has established the irrigation area information system with both information collection and synthesized information management and achieved automatic collection, entering and handling of all irrigation area information, providing important guarantee for rational water resource allocation of the irrigation area. The canal automation construction includes canal rainfall and water regime data and the engineering conditions data platform, the professional application platform, decision support platform and the simulation platform; gate automatic control system construction mainly consists of the system’s central control room (control center) and gate-site monitoring devices; joint scheduling of the reservoir is mainly composed of multi-reservoir operation.(3)Based on the Dujiangyan irrigation area informationization construction, the economic ecological irrigation system was established to set an example of final-stage canal water-saving ecological technique at four aspects of scientific water management, united water allocation, high-efficient water usage and ecological conservation.The system consists of wisdom real-time canal water amount monitoring and management decision support system, wireless and wired communications systems, and comprehensive information collection terminal etc.(4)On the basis of irrigation area informationization and associated with the importance of information and character of information system construction, we focused on the two aspects of physical safety and information safety to raise up construction requirements for the safety system of information and ensure the smooth informationization implement of the whole irrigation area.Equipment safety mainly consists of physical security, operational safety and management safety; composition of the information security is the inter-network traffic control, access control, rights management and encryption management.
