高校校园机动车静态交通规划与管理方法研究

【摘要】 随着我国经济社会的快速发展以及高校规模的不断增大,高校机动交通量迅速上升,高校校园停车问题愈加突出,校园交通问题已经成为影响高校合理健康发展的重要因素。为改善校园环境,完善高校校园静态交通规划方法,本文在总结和借鉴国内外高校校园静态交通规划理念和实践的基础上,深入分析我国高校静态交通现状特征,并提出了适合我国高校特征的静态交通规划、建设、管理策略。本文采用理论、实证、类比等相结合的研究方法对西安市高校停车问题进行分析研究,并提出了解决问题的对策和方法,对高校校园静态交通规划理论的完善和规划实践具有重要意义,论文主要内容包括:1、结合大学校园的现状,通过对西安市各高校调研,深入分析当今大学校园交通的主要特征与静态交通系统存在的问题及成因。2、总结国外校园交通规划建设经验,在借鉴国内外大学校园交通规划研究与实践案例的基础上,提出了我国校园静态交通规划设计理念。3、针对我国高校静态交通规划中存在的不足,从停车场地规模的确定、停车场地规划布局、停车方式选择、停车场环境改善、停车需求管理五个层面分别提出机动车停车系统规划方法与管理策略,具体内容如下:规划层面:结合校园的规模、功能分区、交通组织及道路系统,来确定停车场规模与布局方式;提出适宜于校园内的几种停车布局手法,并根据学校的不同特征来选择合适的停车方式;为维护校园安宁的教学环境,静态交通空间需要与绿化景观空间相结合来设计,减少停车对校园环境的负面影响;管理层面:从校园交通制度管理、限制车辆数量和通行、停车阶梯收费、建立校园智能停车管理系统等多方面提出可操作的停车管理措施。4、通过具体实例对上述方法和策略进行进一步解析。5、总结论文主要研究成果与结论,并对未来研究方向提出一些建议。

【Abstract】 With the rapid increasing of China’s economic and social development as well as institutions ofhigher education, campus parking problem and traffic problem becomes more and more conspicuous,and has become an important factor to affect the sound development of colleges and universitiesenvironment. To improve campus static traffic planning and its environment, on the basis of summingup and learning the theory and practice of campus static traffic planning at home and abroad, the papermakes a deep analysis of China’s campus static traffic situation, and proposes suitable strategies forChina’s campus static traffic planning and management.The paper comprehensively applies theoretical, empirical and analogical research methods toanalyze parking problem of colleges and universities in Xi’an and proposes solutions to this problem.It is important to improve theory and practice research of static traffic on campus planning. The maincontents in the paper includes:1.Analyze in-depth of today’s main campus traffic characteristics and find out static traffic systemproblems and causes by making investment and research of campus traffic in Xi’an.2.Put forward suitable philosophy of campus static traffic planning and designing in China on thebasis of learning theories and practices of domestic and foreign campus transportation planning anddesigning.3.Separately propose vehicle parking system planning methods and managing strategies fromfive aspects: parking scale analysis, parking layout, parking mode, parking environment improvementand parking management. Specific methods are as follows:(1) Planning level:1) Factors as campus size, functional zoning, traffic organization and road systems should be underconsideration when determine the scale and layout of campus parking.2) Propose several appropriate ways of parking layout and parking mode according to the differentcharacteristics of campus.3) Static traffic space design needs with a combination of green landscape space in order to reduce the negative impacts on campus environment and maintain peaceful learning environment.(2) Management level:Propose operational parking management measures from aspects of: campus transportationsystem management, limiting vehicles numbers and controlling traffic, setting up different feestandards and building campus intelligent parking management system.4.To verify the feasibility and correctness of the strategy by examples5.Summarize main results and conclusions and make some suggestions of researching directionsfor future.
