【摘要】 在经济全球化、市场竞争白热化、招投标制度大力推行、业主优势地位等影响下，承包商若要中标，往往不能考虑太多风险，投标价一般接近有些甚至低于成本。利润是企业生存的根本，承包商必须向管理要效益，争效益求发展。工程索赔是众多工程管理手段中有效的增加效益的手段之一。因此，本文结合国内外施工企业索赔现状，通过借鉴国内外工程索赔分析理论及实践，运用系统工程理论、模糊理论等理论工具及Web应用层服务等专业工具，探讨了承包商索赔问题，为承包商合理、有效、高成功率地进行施工索赔提供了参考。1）根据从分析到综合再到分析的认识路线，并结合索赔机会及其分析的模糊性讨论了基于模糊理论的索赔机会分析、综合与辨识的基本模型。2）文章提出建立工程索赔案例库解决索赔管理经验不足等难题。通过对索赔的案例库的系统阐述、功能分析、系统划分与实现等为后期案例库的实际编程人员提供理论框架与编程指示。3）运用系统分析法，从整体性、系统性和动态性三个方面综合考虑，把索赔管理和管理信息系统以及整个项目目标结合起来考虑，建立起交叉学科之间的有效连接机制，使索赔管理信息系统更具实用价值。更多还原

【Abstract】 With the influence of economic globalization, the fierce market competition, thevigorous bidding system, owner dominance, the contractor have to offer the bid price close toor even below the cost without thinking too much about the risk to bid. The profit is thefundamental business survival, so the contractor shall fight for efficiency to develop. Claim isone of project management tools to increase efficiency.Therefore, the paper combined withdomestic and foreign construction companies claim the status quo, by referencing theory andpractice of engineering claims at home and abroad, using system engineering theory, fuzzytheory and Web application layer services, discussing the contractor claim, to providereference and advice for contractor claim to be more reasonable, effective and a highersuccess rate.1）From analysis to then analyze the cognitive line and claims opportunities and itsanalysis of fuzzy discussed based on fuzzy theory claims opportunity analysis, synthesis andrecognition of the basic model.2）The articles proposed the establishment of the project claim case base to solve theproblem of claims management and lack of experience.
