【摘要】 随着中国市场经济的巨大成功和中国经济的超高速发展，我国公路工程承包市场已日趋饱和，同时，越来越多的新工程承包企业进入工程承包市场也更加剧了市场的竞争，在激烈的竞争中，公路工程施工企业如何通过有效的途径，降低工程项目的工程成本提高企业的竞争力，成为了各公路工程施工企业是否能够继续生存和发展的决定性因素，也成为了国内各企业的重点关注和研究对象。施工组织设计是以施工项目为对象编制的，用以指导施工的技术、经济和管理的综合性文件，同时也是组织工程实施的指导性文件，是编制工程概预算的重要依据，由于工程施工组织设计的内容涵盖了工程的方方面面，是否编制的合理，也必然对工程项目的造价、工期和经济效益产生重大影响。施工组织设计根据主持编制的人员不同，施工组织设计的方案也不同，对应各方案的成本费用、工程工期也并不相同，因而如何从各种不同的施工组织设计方案中，选出经济效益最优的一个，必然成为了公路工程项目施工企业的工作重心之一。多哥一号公路项目是一个由中国企业在境外承接的EPC项目，项目为固定总价合同，项目的设计、采购和施工都由承包商全权负责。在项目的收入已经固定的情况下，总承包企业只有通过编制和优化项目的工程施工组织设计，才能有效的控制项目的实施成本，实现企业的预期利润。本论文通过分析多哥一号公路项目的工程内容，根据工程承包合同确定的范围采用项目管理知识体系指南（PMBOK）的科学体系指导进行了项目实施性施工组织设计的编制和优化，以科学指导工程的实施和实现企业的预期目标。本文分析了施工组织设计对项目总成本的影响，结合多哥一号公路工程项目的具体实例说明了通过优化施工组织设计来降低项目总成本、提高企业经济是有效的做法；同时，论文给出了EPC总承包合同模式下保证设计部门与施工部门紧密合作共同编制和优化施工组织设计的有效做法。希望通过本文的研究，能帮助施工企业负责人对施工组织设计对控制项目总成本的重要作用提高认识，为公路工程EPC总承包企业通过优化施工组织设计达到降低施工总成本提高经济效益和市场竞争力的工作提供借鉴。更多还原

【Abstract】 As the rapid growth and great success of the China’s economy, the highwayconstruction market is increasingly saturated, at the same time the competition isseriously intensified as more and more new contractors stream into the constructionmarket, under this circumstance how to find a effective approach to lower theconstruction cost and enhancing the competitive strength become a decisive factor to thesurvival and growth of a construction firm, it also becomes the focus and object of studyof the domestic construction firm.Construction Management Plan is constituted for the construction project, its acombined document of technic, economy, and management, used as guideline forproject execution, and the basis of compile the project budget, as the ConstructionManagement Plan covers all aspects of construction project, the project cost, period, andprofit will be greatly influent by the quality of the Construction Management Plan. Theconstruction methodology, construction cost, construction period are different if thecompiler is different, so the selection of the most economical Construction ManagementPlan from different ones becomes the most important work to the constructioncompany.Togo No.1National Road Project is an EPC project which is executed by aChinese contractor, which the contract price is fixed, the design, procurement, andengineering is all contractor’s responsibility. Under the circumstance of fixed contractprice, the only way to control the construction cost and acquire the expected profit ofthe company is to compile and optimize the Construction Management Plan. This thesisanalyzes the scope of Togo No.1National Road Project, use the PMBOK(A Guide toThe Project Management Body of Knowledge) to guide the compile and optimize ofConstruction Management Plan, to help the project execution, achieve the expected goalof the company.This thesis analyzes the influence of Construction Management Plan onconstruction cost, uses the successful experience of Togo No.1National Road Project toprove that it is a useful method to lower the project cost, increase the profit byoptimizing the Construction Management Plan, at the same time, this thesis provides some practical methods of ensure the close cooporation of design department andconstruction department on optimizing the Construction Management Plan under EPCmodel. Hope the study of this thesis will help the leaders of construction companies tobe aware of the importance of controlling the project cost by using ConstructionManagement Plan, provides useful reference for EPC contractors whom want to lowerthe project cost, increase profit and enhance the competitive strength by optimization ofConstruction Management Plan.更多还原
