【摘要】 城镇化与工业化是区域社会经济发展的具体体现,是通向现代化的必由之路。目前，工业生产方式正在陷入危机，城镇化发展遇到瓶颈，但新型工业化和新的城市形态已悄然兴起，从根本上讲，这是一种更高级、更深层次的物质生产力和生产方式。这些革命将使人类获得更大的解放和更大的进步，对正在进行的中国现代化建设既是严峻的挑战，又是巨大的历史机遇。作为西部大省的甘肃,其城镇化与工业化水平大大落后于全国平均水平。因此,开展城镇化与新型工业化互动关系研究不仅具有重要的理论意义,而且对于积极推进城镇化与工业化的进程,实现城镇化与工业化的良性互动发展,亦具有重要的现实意义。文章在综述大量国内外研究成果的基础上,探索了城镇化与新型工业化之间的耦合机制。首先，对城镇化与新型工业化的概念及相关理论进行了界定和归纳阐释,并以集聚为核心,运用简单的模型从产业集聚、要素集聚和空间集聚三个层次对两者的耦合机理进行分析；其次,分析了甘肃城镇化与工业化的现状,考证了当前甘肃城镇化与工业化互动不良的现实,指出“历史政策的作用和具体省情、工业化‘弱质’、城镇化质量差以及制度障碍”等构成了甘肃省工业化与城镇化不良互动的深层次原因；再次，结合往年的数据，以耦合方法分析为基础,运用城镇化与新型工业化系统评价模型对甘肃省城镇化与新型工业化的耦合度和耦合协调度进行实证分析,论证了城镇化与新型工业化二者存在耦合关系,即它们之间存在一种自我协调、自我循环演进和增强的机制；最后，提出了甘肃省实现城镇化和新型工业化良性互动的战略选择以及应采取相应保障措施。更多还原

【Abstract】 The industrialization and urbanization, which is the only way leading to the modern, is aconcrete manifestation of the regional socio-economic development. Industrial production isin crisis and the development of the urbanization encounter a problem at the present. But thenew industrialization and new urban form has been raising. Fundamentally, this is a moreadvanced, the deeper material productive forces and production methods. These revolutionary,which is a severe challenge and a huge challenge to the mankind, will get greateremancipation and greater progress. As the western province of Gansu,its levels ofindustrialization and urbanization greatly after the national average.To carry out a new type ofindustrialization and urbanization interactive relationship not only has important theoreticalsignificance and actively promote the process of industrialization and urbanization,industrialization and urbanization positive interaction, also has important practicalsignificance.This article explore the coupling mechanism between urbanization and newindustrialization on the basis of a large number of domestic and foreign research results.Firstly, this paper defines and explains the concept of urbanization and new industrializationand the relevant theory and analysis of the coupling mechanism using the simple model fromthe industrial agglomeration and factors of agglomeration and spatial agglomeration andconcentration as the core;secondly, it reviews the current urbanization and industrialization inGansu interaction bad reality and points out that "the role of historical policy and the specificsituation,’weak’, poor quality of urbanization, industrialization, and institutional barriers"constitutes the deep reasons of adverse interaction between industrialization and urbanizationin Gansu province through analysing the present situation of urbanization andindustrialization in Gansu province; thirdly, combining with data from previous years andusing the urbanization and new industrialization system evaluation model,the author analysesthe coupling of urbanization and new industrialization in Gansu province and the couplingcoordination degree for empirical analysis and demonstrates the urbanization and newindustrial and there is a coupling relationship between them, namely there is a kind of selfcoordination, self circulation evolutio n and mechanisms of enhancement; at last, the authorproposes the benign interaction of urbanization and new industrialization in Gansu provinceand the strategic choice and the corresponding security measures should be taken.更多还原
