【摘要】 2011年，伴随着我国《中国儿童发展纲要（2011—2020）》的颁布，儿童福利事业的发展也进入了新的时期。新的儿童发展纲要提出了扩大儿童福利范围，建立和完善适度普惠的儿童福利体系的目标。面对我国巨大的儿童数量，复杂多样的儿童福利需求，政府在儿童健康、儿童教育、儿童保护、儿童环境方面做出了巨大的努力，取得了可喜的成就。但是随着社会经济的发展，仅仅依靠政府作为福利提供主体已经不能满足和适应当前我国的儿童福利需求。同时，随着非政府组织在我国的发展，他们在我国的儿童福利事业中发挥了很好的拾遗补缺的作用，有数以万计的儿童和家庭接受过或正在接受他们提供的服务。但是在我国还未形成制度化的政府与非政府组织的合作体制，这不利于促进我国儿童福利事业的发展。本文通过对非政府组织在我国儿童福利事业中起到的积极作用的分析及我国目前儿童福利状况的梳理，加之对政府与非政府组织合作关系理论的研究和国外相关经验的比较借鉴，提出改善我国儿童福利领域内政府与非政府组织合作状况的政策建议。更多还原

【Abstract】 With the promulgation of the National Program of Action for Child Developmentin China (2011-2020), Child welfare development has risen to a new stage since2011.The new National Program of Action extends the scope of child welfare services, andbuilds an appropriate universal-type child welfare system for children.Confronting the large number of children and the complexity of the needs,government makes a big effort and gains great achievement on children’s health,children’s education, child protection and child living environment. However, with therapid development of social and economic, government by itself could not meet theneeds of the current child welfare development. Meanwhile, non-governmentorganization plays an important role in the child welfare development recently.Millions of children and their families has received or has been receiving theirservices. However, there is no systematic cooperation mode between government andnon-government organization (NGO for short) in China, which disadvantages ourchild welfare development.Through analyzing the useful role non-government organization plays in childwelfare development and the current situation of child welfare development in China,together with the theory research of the cooperation between government and NGO,comparing with abroad experiences, this essay would bring out some policyrecommendations for improving the cooperation between government and NGOs inchild welfare development.更多还原
