【摘要】 在全球化和国家创新体系建设的大背景下，在科学技术的大规模合作研究日益广泛的今天，面对国家转变发展模式实现科学发展的目标并肩负着建设世界一流大学的重任，高校要在建设科技强国的进程中发挥支撑作用，不仅要有强大的科研实力，更要有科学的科研管理组织结构和卓越的科研管理人才队伍。本文从分析我国高校科研管理的现状出发，对比国外高校科研管理的成功经验，分析研究我国高校科研管理的运行机制和内在规律，结合国家中长期科学技术发展规划和高校科研发展战略方针，探讨高校特别是研究型大学的科研管理改革的方向和途径，寻求有效的科研管理组织结构设置和科研管理队伍建设方法。通过研究，指出了高校科研管理组织结构和组织队伍的变革建设途径，以及藉此实现高校科研管理能力提升的措施。论文首先应用当前管理科学的新理论和方法进行课题的理论研究，并基于理论研究的结果，给出了具体的科研管理组织的结构模式和管理队伍的组织形式及其设置和建设措施，继而运用研究结果和研究得出的实施方法进行了具体的科研管理实例分析。理论研究中，将组织结构及其环境应变理论应用于研究高校科研管理的组织结构设置，研究提出适合当前发展需求的校、院（系）协同化科研管理组织结构，为校、院（系）两级管理部门实现扁平化分工协同管理提供了理论依据和实施方案；将学习型组织理论及其互动学习模型应用于研究高校科研管理的管理队伍建设，研究提出基于系统思考的团队学习型科研管理队伍模式，为建设具有开拓创新精神并且能够动态自我组织再造和持续综合能力提升的科研管理团队、实现高校科研管理队伍的专业化提供了理论依据和操作方法。同时本文还对高校协同化科研管理结构设置和学习型管理队伍建设的前提条件和保障因素进行了分析。作为研究的理论结果和方法的应用检验，论文以科研大项目管理和科研团队建设这两项高校科研管理中重要但却困难的工作为对象，结合作者先后在不同高校的校、院两级科研管理部门工作的经验和思考，进行了实例应用分析。论文的研究结果对改革高校尤其是研究型大学科研管理组织结构、探索新的有效管理方法、建设具有创新精神的科研管理队伍、提升科研管理水平，从而促进高校科研创新和服务社会的能力等具有重要的理论参考和实际应用意义。更多还原

【Abstract】 In the background of globalization, national innovation systemconstruction and wide range cooperation in science and technology,facing the national goal of transforming development model to achievescientific development and undertaking the important task of buildingworld-class university, our universities should have not only the strongscientific research ability but also the advanced organization structure andexcellently talent team of scientific research management to playimportant role in the process of constructing the scientific andtechnologic powerful country.By analyzing the present situation of scientific research managementin our country, comparing with the success experiences in scientificresearch management of foreign universities, studying the operatingmechanism and inherent law of scientific research management in colleges and universities, and also considering the national science andtechnology development planning and scientific research developmentstrategy, in this paper, the reform direction and way of scientific researchmanagement in especially the research universities has been investigatedto seek for effective methods for organization structure setup andmanagement team construction of scientific research management.Through the research, the reform and construction way of organizationstructure and management team of scientific research management inuniversities, and the measures to realize the ability promotion of scientificresearch management have been pointed out.Firstly, by applying the new management theory and method to ourtheoretical study and based on its results, the specific researchmanagement organization structure mode and management teamorganization form as well as their setup and construction measures areobtained. Then by using the research results and implemental methods thespecific research management cases are analyzed. In our theoreticalstudies, the theory of organization structure and its environmentaladaptation are applied in the research of scientific research managementorganizational structure setup, and the school-department collaborativescientific research management organization structure appropriating todevelopment needs is presented, which can be used as theoretical basisand implementation plan for realizing flat organization structure andcollaborative management. The learning organization theory and itsinteractive learning model are applied to study the scientific researchmanagement team building, and the system thinking based team mode of team learning scientific research management team is presented, whichcan be used as theoretical basis and operation methods for constructionmanagement team with pioneering and innovative spirit, ability of selfreinventing and comprehensive ability of continuous enhancement torealize the professional scientific research management team. Meanwhile,the preconditions and guarantee factors for collaborative researchmanagement structure setup and learning management team constructionare analyzed. As an inspection of the theoretical results and the applyingmethod of this study, taking large scientific research project managementand scientific research team building as two examples of important butdifficult tasks in scientific research management, and combining theauthor’s practical experiences in different universities, analysis onapplication examples is presented.The results of our study have important significance for theoreticalreference and practical application to reform scientific researchmanagement organization structure, explore new effective managementmethods, construct scientific research management team with innovationspirit and improve scientific research management so as to promotescientific research innovation and society service abilities.更多还原
