鹤岗市住宅小区物业管理中的政府行为研究

【摘要】 住宅小区物业管理事关民生,是当前和谐社会建设的焦点问题。住宅小区物业管理实施三十余年来,在促进国民经济发展、提升居民居住水平的同时,与物业管理相关的矛盾纠纷也呈现出复杂多样的趋势,大量事实表明,这些矛盾纠纷的形成,与政府行为的失范不无关系。在当今社会转型期,要解决好物业管理中的多元利益冲突,推进住宅小区物业管理行业的良性发展,必须进一步规范和优化政府行为,准确定位政府在住宅小区物业管理中的职能,以及政府在住宅小区物业管理中所应该扮演的角色,明确政府权力的界限,为物业管理的发展创造一个良好的空间。本文选取黑龙江省鹤岗市为样本,对住宅小区物业管理中的政府行为进行了研究探讨。首先阐述了基于政府层面的住宅小区物业管理的研究背景、研究意义和研究目的,以及国内外对于住宅小区物业管理中政府行为的研究现状。其次,介绍了住宅小区物业管理中政府行为的相关概念,并对本文所运用的公共选择理论、公共治理理论、公共物品理论、善治理论及有限政府理论进行了简要介绍。第三,以鹤岗市为例,探讨了鹤岗市住宅小区物业管理中的政府行为现状及存在问题分析。第四,从公共管理角度,设计了住宅小区物业管理政府行为公众满意度模型,构建了鹤岗市住宅小区物业管理中政府行为公众满意度指标体系,并对鹤岗市住宅小区物业管理中公众对政府行为的满意度进行了分析。在此基础上,就如何优化鹤岗市住宅小区物业管理中政府行为进行了对策研究,以期能够更好的提升政府在住宅小区物业管理方面的服务水平,使政府行为从整体上达到最优,最大程度提高政府在住宅小区物业管理中的服务质量和社会公众的满意程度。

【Abstract】 The residential area property management has a bearing on people’s livelihood, is the focus of the construction of harmonious society. More than thirty years of the implementation of the property management of residential areas, promote economic development, improve the level of residents living at the same time, the contradictions and disputes with the relevant property management is showing diverse trend, a lot of facts show that, the formation of these disputes, and Government Behavior Anomie relationship. In the period of social transition, to solve the multiple conflicts of interest in property management, promote the benign development of residential property management industry, we must further standardize and optimize the government behavior, accurate positioning of government functions in the property management in residential area, and the government in the residential area property management in the role of government power, clear boundaries, to create a good space for the development of property management.This paper takes Hegang city of Heilongjiang Province as an example, discusses on the behavior of government property management in residential area. First elaborated on the residential area property management background, research meaning and purpose based on government level, as well as the domestic and foreign research present situation of government behavior for property management in residential area. Secondly, introduces the related concepts of government property management in residential area, and the public choice theory, the use of public governance theory, public goods theory, the theory of good governance and limited government theory are introduced in this paper. Third, taking Hegang city as an example, discussed the government behaviors in the property management of residential district in Hegang and problems analysis. Fourth, from the perspective of public management, the design of the residential area property management government behavior public satisfaction index model, construction of the property management of residential district in Hegang government behavior public satisfaction index system, to the satisfaction of public property management of residential quarters in Hegang city on the government behavior are analyzed. On this basis, the Countermeasures on how to optimize the government behavior property management of residential district in Hegang, in order to better promote the government in the residential area property management service level, so that the government acts to achieve optimal overall, maximize the government in the residential area of property management in the quality of service and the public degree of satisfaction.
