【摘要】 基层党组织党务公开作为有效加强党务管理的一种形式,是指根据党章及党内有关规定,除依法依纪应当保密的事务外,将基层党组织开展的领导活动、党务活动以及党员群众普遍关心的重要问题,在适当的范围内进行公开,主动接受党员群众和社会各界的监督,不断增强党组织工作的开放度和透明度,实现党员、群众对党内事务的广泛参与和有效管理的一种工作方式。党务公开作为基层党组织一种新的执政理念和监督运作方式,是发展党内民主、加强基层党组织先进性建设和执政能力建设的重要举措。推进党务公丌不仅是现阶段世界各政党建设的共同规律,也是新时期党的基层组织加强自身建设的必然需要。随着改革开放和我国社会主义建设的深入发展,党内事务逐渐从封闭走向开放,从神秘走向透明,从不为人知走向众所期盼,党务公开也开始为基层党组织所接受,并受到重视,呈现出向纵深方向发展的良好趋势。党务公开已经成为当前基层党组织发展党内民主、提高党务水平和自身建设的重要内容。然而,在党务公开实践中,由于有些基层党组织和党员领导干部对党务公开重视程度不够,对它的本质和规律缺乏系统认识,研究党务公开的力度不大,致使基层党组织党务公开工作推进不力,党员的基本权利无法得到有效保证,党员群众意见较大。因此,系统地研究和把握基层党组织党务公开的本质和规律,科学地分析和归纳党务公开面临的问题和原因,有针对性地提出进一步推进党务公开的思路、方法和措施,坚持用科学的方法研究问题,用正确的理论指导实践,切实保障党员干部群众对党内事务的知情权、参与权和监督权,己经成为新时期加强中国共产党自身建设的重大课题。本文坚持理论与实践相结合,运用了实地调查研究法、文献法、比较分析法等研究方法,对基层党组织党务公开理论进行了系统地研究和论述。一是对基层党组织党务公开的一般性理论进行了系统论述,包括对党务公开的概念、内含及实质的界定,对推进党务公开工作重大意义的阐释,对中国共产党党务公开思想理论的来源、法理依据以及基本原则的分析。二是对基层党组织党务公开工作的现状进行了深入剖析,包括对当前基层党组织党务公开存在的问题及表现,以及对这些问题存在的深层原因的分析。三是提出了推进基层党组织党务公开的建议对策,主要从宣传教育、主体意识培育、理论与实践探索、机制创新等方面进行了详细的论述。更多还原

【Abstract】 Publicity of Chinese Communist Party Organizations at the grass-roots level affairs, as a valid form to strengthen the management of party affairs, is to properly open the leadership and party affairs organized by all levels of party, as well as the important issues of general concern, not including the secrets isolated by the laws and disciplines.All work must be guided by the party constitution and relative rules. It advocates supervision of party members and all sectors of the community, constant progress in the openness and transparency of party organization work, and also both the party members and the general public’s participation and management in party affairs. As a new governing philosophy,also a new supervision and operation method, publicity of party affairs is an essential measure to strengthen the party’s progressive build, democracy and construction of administrative ability.Implement of the openness of Party affairs is not only the common law of political party construction at the present stage, but also the need of CCP’s build in new period. With the development of opening-up and socialist construction, party affairs get more and more publicity, transparency, and expectation. Consequently, publicity of CCP affairs becomes accepted by leaders of all levels, and gets more and more attention, presenting a thrive trend of development to the depth. It is now a crucial part of democracy,party work and self-construction in organization of all levels. Nevertheless, in the practice of publicity of CCP affairs,it is of little progress, because of the lack of attention, systemic understanding and studies. Thus, party members’basic rights can’t get effective guarantee, causing some dissatisfaction. Therefore, systemic understanding and studies on the essence and regulation of publicity of CCP affairs, Scientific analysis and induction with the problem we faced and its reason, putting forward further thought, method and measures, insisting to do researches using scientific methods, guiding the practice with correct theory, and ensuring the party member’s rights to to know, to participate and to supervise party affairs, has already become the major issue to strengthen the construction of the CCP itself in new period.In this paper, practice and theory was combined. Meanwhile, literature survey, Normlogischer Positivismus, synthetical analysis, comparative analysis were extensively utilized to systematically research and discuss publicity of CCP affairs in this paper. First, basic theory of Publicity of CCP affairs was systematically expounded, including defining concept, content and substance of publicity of CCP affairs, expounding great meaning of carrying out publicity of CCP affairs, analyzing theoretical source, legal analysis and basic principle. Second, the status quo of publicity of CCP affairs was profoundly dissected, including obvious problem and their show and deep-rooted cause of publicity of CCP affairs. Third, I proposed the method and thinking for further advancing publicity of CCP affairs. The discuss focused on propaganda education, cultivating subject consciousness, probing theory and practice, mechanism innovation and so on.On that basic, I proposed four matters needing attention of carrying out publicity of CCP affairs. Firstly, not cuting it even at one stroke, but differently treating affairs and systematically advancing. Secondly, not making the mistake on book worship and empiricism, but combing of theory and practice. Thirdly, when dissolving business, it’s right not observing old experience but bravely innovating theory and practice. Fourthly, not following one’s bent but observing rigorous rules.更多还原
