基于GIS的成都电业局客户服务系统的设计与实现

【摘要】 电力客户服务是供电企业联结用户的纽带,在整个供电企业中起着至关重要的作用。电力系统电气接线复杂,动态变化频繁,线路和客户分布广,如何更好地为客户服务是电力企业的一个重要课题。借助地理信息系统的空间数据库技术,可以形象地反映客户和电气设备的地理位置,将电网和客户的信息与反映地理位置的图形信息结合在一起,能够很好的提高电力客户服务的反映速度和服务质量。本文从实际应用出发,将供电企业的多种客户服务项目与地理图形信息进行有机结合,实现了客户和设备信息的便捷管理,提高了客户查询的速度和准确度,并且提供给客户服务人员详细的地图信息支持,便于查找,提升了客户的服务水平和质量。将地理图形信息与业扩报装结合起来,设计了业扩报装辅助决策模块,由计算机系统根据客户的供电需求为客户提供供电解决方案,提高了方案决策的快速性和准确度,同时客服人员能够在地图上直观清晰地看到供电路径,缩短了客服时间,提高了客服效率,并且该模块还实现了操作票、工作票管理,提高了供电实施的安全性和准确度。系统将地理图形信息和电费管理系统结合起来,建立真实电网拓扑连接图,实现供电部门对电力线路运行的监视以及停电的管理,同时辅助停电方案的生成,能够帮助确定最佳的抢修路线,统计决策可以帮助预测故障以及给出纠正对策。论文从成都电业局电力客户服务的现状出发,围绕基于GIS的电力客户服务系统这一课题进行研究,基于一体化研究需求,在地理信息系统软件平台的基础之上实现了设备及客户管理、业扩报装、电费管理等功能设计,通过发挥GIS平台优势,为电力企业适应市场经济、提高服务质量、树立企业形象,为智能电网各类业务应用提供支持,从而为提高企业的经济效益起到了重要的作用。本文对电力客户服务系统进行了实现的效果展示和系统测试,系统很好的完成了项目设计时所制定的各项系统功能,满足了成都市电力客户的各项功能需求,实现了GIS平台下的业扩报装处理和电费管理等业务。通过系统测试检验了系统的性能,从而使系统更趋合理和高效。最后对系统的应用和发展进行了总结和展望,为电力客户服务提出了更进一步的要求和希望。客户服务是一项复杂性工程,在未来的工作中,需要进一步探索和细化,为提升电网的效率和质量,建设更加可靠的电力服务系统而努力工作。

【Abstract】 Electric power customer service is the bond that joins the user and power supplyenterprises in the whole power supply enterprise plays a vital role. Electrical wiringcomplex power system, dynamic change is frequent, wide distribution lines andcustomers, how to better service for our customers is an important subject of electricpower enterprises. Geographic information system spatial database technology canvividly reflect the customers and the geographic location of electric equipment,distribution network and customer information and reflect the geographical position ofgraphical information together, can enhance electric power customer service reflect thegood service quality and speed of students.This article embarks from the practical application, the electric power enterprisecustomer service a variety of projects and geographic organic combination of graphicalinformation, convenient for customer and equipment information management, improvethe query speed and accuracy, and the detailed map information provided to thecustomer service staff, to facilitate the search. Combine map information and faultrepair service, has realized the fast fault location. Through the management ofmaintenance personnel and vehicle at the same time, achieve the reasonable allocationof resource; improve the ability and rapid response speed on the solution of the fault.Combine map information and reporting its business expansion, industry expansionreporting for auxiliary decision module was designed, by a computer system to providepower supply scheme according to design requirements, improve the quickness andaccuracy of decision making, at the same time the personnel of the service to be able topower on the map intuitively clear paths, shortens the time of customer service andimprove customer service efficiency. The map information is combined with poweroutages and electricity management system, establish real network topologicalconnection diagram, implementation surveillance of power line operation and outagemanagement, auxiliary power outage plan generated at the same time, can helpdetermine the best repair path, statistical decision can help predict the fault and correctcountermeasures are presented. Papers around electric power customer service system based on GIS this subjectwere discussed, based on the integration of research needs, implement equipment andcustomer management, fault repair service, industry reporting for reinforcement, powerand electricity management functions such as design, through giving full play to theadvantages of GIS platform, provide support for smart grid, all kinds of businessapplication.In this paper, the author showed and tested the electric power service system whichcould be actualized. The system finished those functions that had been formulated whenthe program designed well. It satisfied the electric costumers of Chengdu’s differentkinds of requirements, and it realized those business, such as business expansion andnew installation and the electric charge management, under the environment of GIS.This system tends to be more reasonable and highly active through The tests of thecapability of this system.Finally, the paper on the electric power customer service system has made thesummary and further prospects.
