【摘要】 建国以来，我国政府一直将进出口商品检验工作纳入政府工作范围，由进出口商品检验局以及后来合并成立的质量监督检验检疫局实施垄断性的官方检验。随着我国进出口贸易量的不断增长，受检验检疫机构自身行政资源所限，对进出口商品实施批批检验以确保进出口商品质量安全的工作方式越来越难以为继。入世以来，也是由于国家承诺，国内出现了一大批从事进出口商品检验鉴定的商业性机构，但是其发展极不平衡，不同机构在业务范围、检验人员能力、检测设备配置、内部管理水平、检验服务质量等都存在较大差异。如何借助与整合各种检验力量，服务好我国外经贸，确保进出口商品质量安全，成为监管部门急需考虑的问题。本课题从政府监管、信息不对称和市场监管等角度入手，分析了我国的进出口商品检验鉴定机构及其政府监管现状。同时，在剖析美国、日本、香港等国家和地区在进出口商品检验鉴定服务市场监管的成功经验，如健全的法律法规、分类管理、充分发挥行业协会参与监管的作用、信息公开和发挥社会舆论监督作用等等的基础上，通过文献研究、比较分析、应用数据等方法，针对我国的进出口商品检验鉴定服务监管体系存在的不合理、不科学的地方，提出强化契约精神，重建道德信用体系、充分发挥行业协会的作用、政企分开，创造公平竞争的市场环境、培养品牌检验鉴定服务商和加强检验鉴定机构的信息供给等一系列创新措施，以期构建一套科学的行之有效的进出口商品检验鉴定机构政府监管体系，为进一步做好进出口商品检验鉴定机构政府监管工作提供有益的帮助。更多还原

【Abstract】 Since the founding of China, the import and export commodity inspection work has beenone of the main works of our government. The monopolistic and official inspection wasoffered by the Import and Export Commodity Inspection Bureau, as Administration of QualitySupervision, Inspection and Quarantine later merged. With the continuous growth of importand export trade in China, by the limitation of administrative resources, it is difficult to ensurethe quality of import and export commodities through the inspection way in batch by batch.Since the WTO accepted China, there has been a large number of new commercialorganizations engaged in the business of import and export commodity inspection in China,but their development is extremely uneven, including the scope of business, the ability ofinspectors, testing equipment, the level of internal management, inspection services. Thequality between them is a big difference. It is the most important problem of the Import andExport Commodity Inspection Bureau need to solve that how to integrate and have the aid ofsocial inspection organizations, in order to offer good service and ensure the quality of importand export commodities of China.The subject launch analysis of import and export commodity inspection services industryand its regulatory status quo in China, with the angle of market regulation, informationasymmetry, government regulation. Meanwhile the subject dissect the successful experiencein government regulatory of the United States, Japan and Hong Kong, such as improve lawsand regulations, category management, given full play to the role of guild, informationdisclosure, play on the basis of the social role of public opinion, and so on. The dissetion waslaunched through the way with literature research, comparative analysis and application data.In order to improve the existing unreasonable and unscientific China ’s regulatory system onimport and export commodity inspection and appraisal services, the subject proposes to aseries of new regulatory arragement, such as strengthen the spirit of the contract to rebuildthe moral credit system, give full play to the role of guild, separate government functionsfrom enterprise management, create a fair competitive market environment, cultivate brandinspection and appraisal service providers, strengthen the information supply, and so on. Thefinal goal is to build a scientific and effective import and export commodity inspection agencygovernment regulatory system and provide useful help to do a better job in the government regulation of import and export commodity inspection organizations.更多还原
