城镇化背景下县级政府经济职能研究

【摘要】 城镇化率的高低代表了一个国家和地区的现代化水平,是人类文明进步的必然结果。实施城镇化战略,加快城镇化建设步伐,是建设社会主义现代化国家的重要内容,是解决城乡二元结构矛盾的重要途径。在我国,政府主导的城镇化发展模式决定了政府经济职能的发挥是我国城镇化健康有序发展的关键与主导,如何积极稳妥地推进城镇化,解决好当前我国城镇化建设中出现的城镇综合承载能力弱、城乡差距扩大、土地城镇化、城乡生态环境恶化等问题,这是地方政府面临的一项重要难题,而科学定位政府经济职能则是解决难题的关键。县级政府作为我国广大农村和农民的服务者和管理者,在整个农村城镇化进程中扮演着实际的组织者、建设者和调节者的角色,因此,科学定位县级政府的经济职能,避免因为政府经济职能的“越位”和“缺位”阻碍城镇化的健康稳定发展就显得尤为重要了。本文尝试站在我国城镇化建设这一背景下,对县级政府经济职能的履行情况进行研究。在理论分析的基础上,以安徽省郎溪县为实例,探讨县级政府经济职能在城镇化建设中存在的问题与制约因素。最后,提出城镇化背景下,县级政府经济职能的科学定位设想,以期为城镇化建设中克服县级政府经济职能的异位,促进县级政府经济职能到位、归位提供参考和建议。更多还原

【Abstract】 The discretion of the urbanization rate represents the modernization level of a country and region, is the inevitable result of human civilization progress. Implementing urbanization strategy and accelerate the construction pace of urbanization, is an important content of socialist modernization construction, is an important approach to solve the urban and rural dual structure contradiction.By government in our country, the urbanization development pattern determines the government economic functions play is a key and dominant Chinese urbanization healthy and orderly development, how to actively and steadily promote urbanization, to solve the current our country urbanization construction in urban comprehensive carrying capacity of the weak, the urbanization space layout is not reasonable, the widening gap between urban and rural areas and small towns development lag, the problem such as urban and rural ecological environment deterioration, which is facing an important issue of local government, and scientific positioning the government’s economic function is the key to solve problems. County government as the service and management of the countryside and farmers in our country, in the rural urbanization plays an actual organizers, builders and regulators role, therefore, scientific orientation the economic function of county-government, avoid because of the government’s economic function "offside" and "absence" hinder the healthy and stable development of urbanization is particularly important.This paper attempts to stand under the background of the urbanization construction in our country, the study of the implementation of county level government economic functions. On the basis of theoretical analysis to some county in southern anhui province as an example, discusses on the county level government economic functions in the existing problems and restricting factors in the construction of urbanization. Finally, put forward under the background of urbanization and the county level government economic functions of scientific positioning, in order to overcome the economic function of county government in the construction of urbanization ectopic, promote the county level government economic functions in place and place to provide the reference and the suggestion.更多还原
