【摘要】 基层社会管理是涉及基层社会各个方面的问题。面对新形势，加强和完善基层社会管理，努力维护基层社会稳定、促进基层社会和谐逐渐成为基层社会管理创新的新起点。基层社会管理作为一项重要的管理活动，要维持正常的经济社会秩序，必须有与之相适应的社会管理方法。目前，我国正处于经济转型、发展关键期，面对巨大机遇的同时又存在突出的社会矛盾，基层社会管理问题突出的表现基层社会管理观念的误导；基层社会管理人口管理政策不健全；传统社会管理模式严重阻碍社会发展；基层社会管理财政投入力度不够，这些都给我国基层社会管理工作带来了巨大挑战。如何有效解决基层社会管理存在的矛盾和问题，是党和政府面对的重大课题，推进基层社会管理创新对有效缩小城乡之间的收入差距，有效化解基层社会管理存在的矛盾、保障社会公平正义，实现社会和谐具有重要意义。本文重点分析了湖南省湘潭县基层社会管理创新的现状及所面临的问题，提出了五大解决途径：一是更新基层社会管理创新的基本理念，二是科学把握基层社会管理创新的方法与手段，三是构建信息化的现代基层社会管理平台，四是提高以社区为依托的基层社会流动人口服务水平，五是加大基层社会管理创新的资金投入力度，通过基层社会管理创新，更好的推动基层经济社会发展。更多还原

【Abstract】 Social Management in basic level involves rural areas, it gradually becomes itsnew start point by improving and strengthening it, as well as maintaining the stabilityand peace of basic society.Social Management in basic level is an important task. Only with the appropriatesocial management can the society maintain peaceful. Nowadays, China is in a criticalpoint of economic transition and development. On one hand, it has a lot ofopportunities, on the other hand, it faces serious problems like social contradictionsand social management meanwhile, The outstanding problem of grassroots socialmanagement are that the concept of misleading grass-roots society; the populationmanagement policy is not perfect; the traditional social management modethat hinder social development and the social management financial investment is notenough.all of which will turn into a chanlleng to social management. It is a ticklishproblem for the Party to solve to erase the contradictions concerning socailmanagement. Promoting innovation will be of great importance to bridge the gap,erase the contradiction, ensure social justice and realize social harmony.This article centers on the current situation of innovation concerning socialmanagement in basic level in Xiangtan, Hunan Province, and thus there are fivesuggestions: The first is to complete the basic idea of the grass-roots societymanagement innovation work. The second is to grasp the methods and means of theinovation work. The third is to construct the social management mode. The fourth istobuild a floating population administration mode which rely on the community. Thefifth is to encourage the social organizations involved in grassroots management.
