【摘要】 通过建立和实施环境监督管理全覆盖责任体系,使环境监督管理由被动管理型向主动服务型转变,由粗放定性型向集约定量型转变,由单一封闭管理向多元开发管理转变,最终实现对环境的“科学、严格、精致、长效”管理,为管理者提供声、像、图、文字四位一体的环境数字化管理平台。主要内容及应用：1.执法人员在现场通过网络了解污染源的详细信息、在线监控数据和有关法律、法规,以及每个管理对象的现场检查要点,监察对象的生产特点及排放特征,使执法人员快速、便捷的了解污染源的情况,有效提高环境信息的利用效率；以便对现场情况进行判断,处理。2.通过移动执法设备现场输入、打印执法文书,将环评批复,企业营业执照等资料现场扫描取证,执法情况第一时间通过网络传回局内行政权力网上透明运行平台,从源头上对执法行为进行监控,实现了行政权力第一时间网上阳光运行。3.应用系统内三维仿真图像,形象、直观地反映厂区概貌,快速查找企业雨、污水排放口,雨、污管线走向。动态展示企业的工艺流程,快捷了解处理设施的运行状况。4.建立大屏幕监督指挥系统,通过大屏幕显示常州市的地理信息、案卷信息和相关的详细信息,实现监控中心和局领导对全局情况能够总体直观掌握。5.强化稽查考核,建立评价体系。通过对任务完成数、任务完成率等指标的量化,从工作质量和工作成效两个方面对执法人员的工作情况进行考核和评价。更多还原

【Abstract】 Based on the mobile enforcement platform, the environmental management mode could transform from passive management to active services, from extensive-qualitative type to intensive-quantitative type, from single enclosed management to multiple development management, and so on. The platform could also provide for managers with a digital management platform including sound, images, graphics and words, which exactly realizes excellent environmental management, namely "scientific, rigorous, comprehensive, long-term" management.Main workflow:1. The environmental regulators have a good knowledge of the pollution source, online data and relevant laws in the internet as soon as they arrive on scene. It’s so high-efficient to get the keys of the environmental supervision, the features of the production and emission standard of every enterprise.2. To make sure fairness and transparency of the scene management, the environmental regulators input the primary data in the Mobile Terminal (MT), print the official paper on the spot, scan the Business License by the mobile enforcement platform, and then upload the enforcement reports to the Official Website.3. The rain and sewage outfalls can be found quickly by the environmental regulators depending on the3d simulation images of the enterprises in the mobile enforcement platform.4. There’s a large-screen monitor in the environmental monitoring center, which can show the whole geographic information in Changzhou city, every case supervised and something relevant details. Therefore, the managers have an overall understanding of the whole environmental supervisory system so that they can make the correct decisions.5. Finally, in order to make the mobile enforcement platform integral and developing, the environmental monitoring center tries best to strengthen the inspection and assessment to establish an evaluation system, which could make an assessment and evaluation for the law enforcement officials by both of the work quality and effectiveness according to many indexes such as quantity, efficiency, etc.更多还原
