济南市农村饮水安全工程绩效评价研究

【摘要】 中国政府部门非常重视人民群众的饮水安全,水利部门以及各级政府都出台相应的政策措施,保障饮水安全,为人民群众提供安全、可靠、充足的饮用水。济南市农村饮水安全工程绩效评价体系是为建立一套完整可靠的农村饮水安全绩效评价指标体系,为政府考核提供工具,为农村饮水安全工程的实施和管理提供必要的技术支撑,并通过评价指标体系在实际工程的评价,了解农村饮水安全工程的实际情况,为今后改进工作、制定政策提供参考。农村饮水安全工程综合了水源地开发、利用、保护,水源水处理,供水管网优化设计,供水水质消毒、检测,生活污水排放、收集、处理,工程建设与管理信息化,工程建设与管理系统评价等一系列技术课题,是一项各类技术集成的大系统工程,技术领域覆盖广,涉及学科多。本文研究详细了解了国内外对工程绩效评价体系的研究现状,调查分析了济南市农村饮水现状,研究了水源地安全评价体系并据此应用多级模糊识别模式和层次分析法建立农村饮水安全工程绩效评价指标体系,建立农村饮水安全工程绩效评价模型,最后结合济南市水源井实例工程进行评价,得出工程绩效评价结果。本文的研究方法包括:1、文献回顾法:查阅相关文献资料,在此基础上初步拟订农村饮水安全工程绩效评价的指标体系的框架。2、层次分析法:依据层次分析法确定各个指标的权重,将多个因子进行两两比较,确定因素在某个方面的优劣顺序,按T. L. Saaty建议的九级标度法进行量化比较。3、实证研究:利用提出的农村饮水安全工程绩效评价指标体系,对济南市水源井供水工程进行全面的评价,并分析得出该工程的绩效评价结果。经过分析研究,本文确定了农村饮水安全工程绩效评价指标体系包括四个一级指标:工程运行指标、社会效益指标、生态环境指标、经济效益指标,二级指标14个,并通过层次分析法确定指标权重,对指标进行量化。运用建立的指标体系对济南市水源井供水工程进行评价,结果显示该农村饮水工程达到良以上的概率为92%,达到中以上的概率为100%,可以得出结论,该农村饮水工程建成后达到了设计期望。该绩效评价指标体系结构合理、内容全面,体现了农村饮水安全工程和绩效评价的核心思想。济南市农村供水工程取得了巨大的成绩,完善了工程建设与管理,但也存在一些问题,如农村供水的水量平衡问题。
【Abstract】 Inorde to establish a complete set of reliable performance evaluation index system for rural drinking water safety for assessment of the government, providing necessary technical support for the engineering and management of the rural drinking water safety. Through the evaluation index system in the actual project evaluation, we can know about the actual situation of rural drinking water safety project, and provide reference for the future improvement work or policy making.The research status of project performance evaluation system at home and abroad; The investigation and analysis of rural drinking water present situation in Jinan; To establish performance evaluation system for the rural drinking water safety project apply multilevel fuzzy recognition model and the analytic hierarchy process; The research of water security evaluation system; To establish rural drinking water safety project performance evaluation model, from a comprehensive assessment of In jinan water well supply project, and get the performance evaluation results of the project.Literature review method:The performance evaluation system of rural drinking water safety engineering based on policy research and literature study. AHP:To determine the weight of each index based on the AHP, comparing multiple factors to each other, the optimal and worse order to determine factors in some way, according to T.L.S aaty recommended level9scaling method for quantitative comparison. Using the proposed performance evaluation index system of rural drinking water safety project, to conduct a comprehensive assessment of Jinan water well supply project, and get the performance evaluation results of the project.Through analysis and research, making the performance evaluation system for the rural drinking water safety project includes four indicators:Project operation indicators、Social benefit indexes、Ecological and environmental indicators、 Economic indicators,14secondary indicators. Through the analytic hierarchy process to determine the index weight, and to quantify the indicators.Using the index system is established to jinan for the source well water supply project, The probability of the rural drinking water engineering achieve good above92%, and Achieve the above probability of100%, we can come to the conclusion that the rural drinking water after the completion of the project meet the design expectations.In general, the performance evaluation index system is reasonable structure and comprehensive, reflecting the rural drinking water safety engineering and the core of the performance evaluation.Judging from the evaluation results, Jinan rural water supply project has obtained the huge achievement, improving the project construction and management,however, there are also some problems,for example the problem of rural water supply water balance problems.
