【摘要】 中心镇建设是对我国城市化传统范式的转换,对城乡经济社会协调发展具有重要的意义。本文从中国城市化道路在于促进农村现代化的视野中,结合绍兴市中心镇建设的实践与成效,分析认为,中心镇建设是推进城乡统筹发展的有效路径,在深度上具有推广意义。本文还对目前绍兴市中心镇建设中存在的规模、规划、体制等方面的不足进行了分析,指出：中心镇总体规模偏小,集聚效应不足,造成区域辐射和公共服务不力；规划编制与实施相对滞后,城镇建设总体层次不高；城镇建设资金存在较大缺口,导致城镇配套功能难以完善；政策扶持力度不够,中心镇建设“底气”不足等影响中心镇建设与发展的问题。最后,本文就中心镇建设与发展的路径优化提出了分类指导、产业集聚升级、人口集中、规划地位、从行政取向到政治取向、“事权财责一体化”等方面的改善举措。突破分类指导,加快主导产业集聚升级,促进人口集中；强化规划,明确定位；从行政取向到政治取向的路径；从“事、权、责”一致的深化到“事、权、责、财”的一体化；建立多元化的投融资机制,从建设资金上保证中心镇的快速发展；加快户籍制度改革,建立完善社会保障制度等措施。更多还原

【Abstract】 The Center Town construction is the conversion of the traditional model of urbanization in China, which is important to the coordinated development of urban and rural economic society. Based on the path of urbanization in China promoting rural modernization, this paper considered the practices and achievements of building the Center Town of Shaoxing City and analyzed that the Center Town construction is the effective way to promote urban and rural development.This article also analyzed the deficiencies of the scale, the planning, the system and so on during Center Town construction of Shaoxing City and pointed out that the overall size of the Center Town was too small and the concentration effect was lack, resulting in poor regional radiation and public services; the planning and implementation was lagged and the overall urban construction was on the low level; the construction funding was short, resulting in the matching equipment difficult to improve; with inadequate policy support, the slack Center Town building impacted the construction and development of the Center Town.Finally, with regard to the construction and development of the Center Town, this paper put forward that some improvements such as the optimization guidance, upgrading industries, the population concentration, the planning status, from the administrative orientation to political orientation, the integration of authority, finance and responsibility. The optimization guidance should be broke through to speed up the upgrading of the leading industries and promote the population concentration; the planning should be strengthened and the positioning should be clear; the administrative tropism should be changed to the political tropism;"affairs, rights, and responsibility" should be deepened and "affairs, rights, responsibility, and finance" should be integrated; a wide range of investment and financing mechanism should be established to ensure that enough construction funds can support the rapid development of the Center Town; the reform of household registration system should speed up and the social security system should be established.更多还原
