【摘要】 人才资源是第一资源，是一个国家经济和社会发展中最重要和最可靠的战略资源。人才竞争力的状况直接影响区域经济整体发展的速度和水平，日益成为影响区域竞争力的关键因素。人才强国战略已上升为多数发达国家和我国的基本战略，而做好人才工作是实施人才强国战略的根本保证。本文以天津市宝坻区的人才工作为研究对象，以经典的西方管理学中人才资源管理和人力资本论为理论依据，在对国内外实践经验进行了分析与借鉴的基础上，对天津市宝坻区人才发展现状、人才工作现状、人才工作总体特点三个方面进行了深入的分析；并且从存在问题、主要原因、SWOT分析三个方面做了问题研究。在此基础上提出了要进一步提高人才工作质量，应该在解放思想、党委率先上破局，突出在改革工作机制、实施人才工程、建设人才队伍上下功夫。同时，提出了相应的具体对策建议。更多还原

【Abstract】 The human resources are the primary resources, also, are the most important andthe most reliable strategic resource in economic and social development of a country.Talent competitiveness direct impact on the speed and level of development of theregional economy as a whole is increasingly becoming the key factors that affectregional competitiveness. The Talents Strategy has risen to the most developedcountries and China’s basic strategy.Doing well talents working is the fundamentalguarantee for the implementation of this strategy.This paper takes talents working of Baodi District for the study. The maincontent of to classic Western management in human resources management and theWestern Economics in human capital theory as the theoretical basis, the first questionsto define the scope of the study, to clarify the basic concepts. And then analyze thetheoretical tools and comparative experience, combined from the two aspects of thetheoretical basis and practical experience to prepare and pave the way for the laterresearch. At the same time, to lay a theoretical and practical foundation for the Baoditalent analysis and problem solve. Then, the from talent development status, personnelstatus of work, personnel work the general characteristics of the three aspects ofBaodi talent work for in-depth analysis; problems, mainly reasons, SWOT analysis ofthree aspects of the problem analysis. Finally, in the existing situation on the basis ofthat to further improve the quality of human resources work, should emancipate themind, party committees take the lead on breaking up, is prominent in the work ofreform mechanism, the implementation of the Talent Project, construction of talentteam.
