【摘要】 随着我国社会主义市场经济体制的不断完善、城市化进程的加快及旧城改造的大力进行，各地征地拆迁补偿安置工作日益增多，引发的各种矛盾、纠纷也越来越多，导致群体上访事件的时有发生，已成为社会关注的热点、焦点问题，征地拆迁工作关系到一个地区的发展更关系到一个地区人民未来生活，是民生的问题，并成为影响社会和谐的一个不利因素。而一个新城区征地拆迁工作顺利进行的关键是平衡好开发建设与被拆迁居民切身利益的关系，从而实现和谐搬迁。因此，建立和完善征地拆迁法律法规和相关制度不但可以改善征地拆迁工作的顺利进行，也可以保障被拆迁居民的合法权益和切身利益，势在必行。本文从广州南沙开发区征地拆迁工作的实际出发，以征地拆迁过程中存在的问题为研究对象，在对我国台湾征地拆迁情况分析以及可借鉴的经验等方面，同我国的征地拆迁情况等方面进行综合比较和借鉴。并通过对南沙开发区开发建设过程中征地拆迁的现状分析，联系南沙区征地拆迁的主要问题，提出了完善拆迁补偿制度、健全信用评价、征地拆迁宣传到位等对策。例如：征地拆迁的政策把握到位；建章立制到位；计划台账落实到位；宣传培训到位等，以期为南沙区建设过程中征地拆迁提供参考，为国内其他开发区的征地拆迁提供借鉴。更多还原

【Abstract】 With the accelerating and transformation of the old city of China’s socialist marketeconomic system continuously improved, the process of city vigorously, land requisitioncompensation for demolition work more and more contradictions, disputes, lead to more andmore, resulting in group petitions have occurred, has become a hot spot, the focus of attentionof the problem, land acquisition demolition work in relation to the development of a region ismore related to people’s a future life, is the people’s livelihood problems, and become anegative factor of social harmony. The key and a new city land acquisition demolition worksmoothly is the balance between development and the vital interests of the residents wererelocated, so as to realize the harmonious relocation. Therefore, to establish and perfect theland expropriation laws and regulations and related system can not only improve the landacquisition demolition work smoothly, but also can guarantee the residents were relocated tothe legitimate rights and interests, be imperative.This paper from the relocation work in Guangzhou Nansha Development Zone reality,with the process of land acquisition demolition problem as the research object, in the landacquisition and resettlement of Taiwan province of China and the analysis of experience andso on, and China’s land acquisition demolition and other aspects of a comprehensivecomparison and reference. And through the analysis on the present situation of thedevelopment and construction of Nansha Development Zone in the land expropriation, landacquisition and demolition of the main problems of Nansha District, put forward to improvethe compensation system, a sound credit evaluation, land acquisition demolition publicity inplace of.
