中国煤炭企业效率评价及其对行业效率贡献的研究

【摘要】 近年来科技的不断进步、信息的不断发展推动了经济全球化的加剧,一体化的经济模式已成为必然的趋势。在这样的前提下,中国煤炭行业正面临着来自国外市场既多变而又激烈的竞争,要想在如此竞争中脱颖而出,关键在于核心竞争力的提高,而效率正是企业核心竞争力的一种集中体现。因此,对中国煤炭企业进行效率评价,有助于煤炭企业的经营者及时估计自身在国内外同行业中所处地位及与其他企业之间的差距,并能更有针对性地采取相应措施从而改善经营水平,优化资源配置,推进整个煤炭行业的稳步发展。从已往的一些研究中可以看出,应用传统的C2R模型与BC2模型对具有时间序列数据特征的煤炭企业进行效率评价时,往往忽视了技术进步对生产函数造成的影响。因此,本文选择了基于面板数据的煤炭企业效率评价方法,就中国15家煤炭上市公司2004-2010年的综合效率与纯技术效率情况进行了实证的分析。除此之外,本文提出了一种用于评价企业对行业效率贡献的线性规划模型,并应用该模型分析了中国15家煤炭上市公司在2004-2010年的考核期内对整个煤炭行业效率贡献的状况。

【Abstract】 In recent years, the constant progress of science and technology and the continuous development of information have promoted the economic globalization. The integration of economic model has become an inevitable trend. In such a premise, China’s coal industry is facing a varied and fierce competition from foreign markets. To be in such a competition, the important is improving the core competitiveness, and efficiency is a concentrated reflection of enterprise core competitiveness. Efficiency evaluation of China’s coal enterprises, therefore, will help operators of coal enterprises could timely estimate self position in abroad and domestic same industry and the gap between with other enterprises, and be able to have more clarity to take corresponding measures to improve management level, optimize resource allocation, promote the stable development of the whole coal industry.From past studies can be seen that using the traditional C2R model and BC model evaluated the efficiency of coal enterprises that have the characteristics of time series data, tend to ignore the impact of technological progress on the production function. Therefore, this article chose the coal enterprises efficiency evaluation method based on panel data, analyze the15China’s coal listed companies comprehensive efficiency and pure technical efficiency from2004to2010. In addition, this paper puts forward a linear programming model that can evaluate the enterprises contribution to industry and analyze the15China’s coal listed companies contribution to whole coal industry from2004to2010based on this model.
