【摘要】 随着城市化进程脚步的加快,房地产市场的快速发展与人们对住房需求等因素的结合,导致住房的价格飙升,城市中的住房保障问题逐步成为人们关注的热点,在过去的十年里,商品房的价格出现了成倍增长的现象,让城市里的中低收入者们望而生畏,为了解决城市中低收入人群住房问题,国家逐步推出了经济适用保障性住房政策,在发展的过程中,取得了一定的成就,但是同时也出现了各种各样的问题,保障性住房的可持续发展问题引起了各界的关注。本论文选用长春市保障性住房政策为研究的主体,运用社会学理论的研究方法,将理论与实践相结合。通过住房政策的历史过程发展,来研究问什么要搞保障房,通过调查研究来发现保障房是如何由过去的住房政策演变过来的,在政策的执行中,保障房如何供应、供应的对象、供应期间中央、地方的责任和态度是怎样的、在实施过程中的困境如何,是否可以真正的实现可持续发展。本文共分为四个部分。第一部分是对论文的研究对象与研究背景进行综述,对研究的内容与意义进行说明。第二部分是对文中基本概念进行界定,阐述本文的理论依据。对国内外解决中低收入家庭住房问题的办法进行了详细的阐述和研究。第三部分对长春市保障性住房的现状进行研究,结合长春市居民住房情况,客观分析保障性住房政策的实施和发展情况。第四部分是对保障性住房的实证研究,通过对调查对象的调查,指出保障性住房政策现存的问题,最后,根据分析从融资、需求供给、监管力度、后续管理、准入与退出制度、公民意识和权利与义务等诸多方面,找出保障性住房政策的不足之处,并为保障性住房政策的可持续发展提出解决问题的方案和措施。更多还原

【Abstract】 With the accelerated pace of urbanization, the housing price has soared because that the combination of the rapid development of the real estate market and the housing demand from people. The housing security problems have become the focus of attention gradually. In the past decade, commercial housing prices doubled increasing that made the low-income people scared in city. In order to solve this problem, the State introduced Affordable Housing policy gradually and obtained some achievements, but it also has variety of issues. Now, the sustainable development of Affordable Housing policy has made an attention.This paper choice ChangChun City as an example to study Affordable Housing policy, and using the Sociological Theory to combinate the Theory and Practice. It study why we introduced Affordable Housing though the historical process of Affordable Housing policy, it study how the Affordable Housing supplying, the object of supplying, the attitude and responsibility of the Central and Local the implementation of the policy, can it be really achieve sustainable development.This paper is divided into four parts.First, the object of study and research paper expounds the background, content and meaning of the study explained.Second, it defines the basic concept and the Theory in the text, and research the way to solve the housing problem of low-income families.Third, it combinate the residential housing and the Affordable Housing policy and the implementation to study the status of Affordable Housing in ChangChun.Fourth, it studies the empirical of Affordable Housing, and points out the existing problem though the investigation. At last, it provide some ways to solve the problem for the sustainable development of Affordable Housing policy according to analysis from the Supply, Supervision, Follow-up Management, Accessing and Exiting Policy, Civic Awareness, Right and Obligations etc.更多还原
