【摘要】 论文是关于湖南省学前教育事业发展现状、存在问题与建议的调查研究。研究以调查法为主,注重定量研究与定性研究的结合,主要采用了问卷调查法、访谈法和观察法。研究发现近年来湖南省学前教育得到了发展,具体表现为：园所数量、在园幼儿数及入园率逐年增加；公办幼儿园和普惠性幼儿园比例增加；为促进农村学前教育的发展,兴建了一批乡镇中心幼儿园。学前教育得到发展的原因主要有：国家出台了一系列促进学前教育事业发展的政策；经济的发展为其发展提供了基础。另一方面,研究分析了湖南省学前教育事业发展中存在的问题,主要有：管理职权交叉,责权不明；经费投入量相对水平较低；师资队伍整体素质有待提高；“小学化”现象仍然严重；学前教育城乡发展不平衡。影响湖南省学前教育事业发展的因素有：缺少《学前教育法》,现有政策法规落实不到位；缺乏有效的监督和问责机制；城乡经济发展水平的差距导致学前教育事业发展不平衡；政策宣传不到位,对学前教育的认识存在误区。针对上述问题及原因分析,提出了如下建议：建立和健全学前教育事业发展的保障机制；政策保障和专业发展相结合,建立一支专业化的师资队伍。更多还原

【Abstract】 This paper is a research on the status, problems and suggestions for the development of preschool education in Hunan province. The Study emphasize the combination of quantitative and qualitative research using questionnaire、interview and observation research methods.The study found recently in Hunan province preschool education has been developing on three aspects:Firstly, the number of kindergartens and children in the kindergartens and the enrollment are increasing year by year. Secondly, the public garden and Pratt&Whitney kindergarten proportion are increasing. Thirdly, to promote the development of rural preschool education, the government constructed a number of Township Center kindergartens. The situation appears from two main reasons:Firstly the state has adopted a series of policies to promote the development of preschool education. Secondly economic development provides the foundation for its development.On the other hand, the study has analysised the problems of the present development of preschool education in Hunan Province. First, Management is cross terms, unclear responsibilities and rights. Second, funding is relatively low level. Third, the overall quality of teachers needs to be improved. Fourth, the "primary school" phenomenon is still serious. Fifth, the development of preschool education in urban and rural areas is not balanced. There are four cases impacting development of preschool:The first is lack of "Preschool Education Act", the existing policies and regulations implementation is not in place. The second is lack of effective supervision and accountability mechanisms. The third is urban and rural economic development level disparity has led to the development of preschool education is not balanced. The fourth is policy advocacy are not in place, many people have a misinterpretation of preschool education.According to the analysis of these problems and causes, the study puts forward the following suggestions:firstly, establishing and safeguarding mechanism to perfect the preschool education development; secondly, combinating the policy support and professional development, establishing a professional team of teachers.更多还原
