城市内涝应急管理兵棋推演系统建模及仿真

【摘要】 自中国加入世界贸易组织以来,经济稳定增长,城市化发展越来越快,城市化面积和城区下垫面发生了较大的变化,降雨的产汇流规律也发生了较大的改变。在降雨量相同的条件下,由于不透水面积的增加,致使城区产流增加,径流系数加大,洪峰流量明显增大。这给城市的防洪排涝带来很大的负担,同时危害城市居民的生命和财产安全。建立城市内涝应急管理兵棋推演系统,对加强锻炼指挥人员的指挥能力和各部门间的联合救援减灾能力具有十分重要的意义。结合现代计算机技术和信息技术,应用兵棋推演方法,再现城市内涝过程,建立城市内涝应急管理兵棋推演系统是当前预防和治理城市内涝灾害的热点,具有良好的经济效益和社会效益。本文建立了基于兵棋推演的城市内涝模型和应急管理评价模型,实现了城市内涝过程的模拟,演练了政府部门对城市内涝灾害的搜索救援工作,并对演练的内容进行评价,给出当前城市应急管理的不足和应对城市内涝的解决方法,论文主要工作如下:1)查阅国内外的兵棋推演资料,总结当前兵棋推演事业在中国的发展及应用,指明兵棋推演在城市内涝应急管理系统中的作用;2)建立济南市的城市暴雨模型,总结计算城市地表产汇流的各种方法,并建立适用于兵棋推演系统的城市地表积水量求解规则;3)依据谷歌在线的海拔高度信息和济南市城市防汛应急预案中的各部门职责,建立济南市的兵棋推演想定和适合济南市的兵棋推演规则;4)根据兵棋推演规则,建立以时间为标准的评价体系:5)根据最终的评价结果给出济南市应对城市内涝的建议。

【Abstract】 Our country has a stability increase in both economics and urbanization level after China’s accession to the WTO. Meanwhile the regulation of rainfall runoff has changed greatly with the changes in urbanization areas and underlying surface in the city. Under the condition of the same rainfall, the urban runoff increases due to the increase in impervious area, so is the runoff coefficient and peak flow. Hence there is a great trouble for city to preventing flood and protecting people’s lives and property security. It is of great significance for strengthening the command ability and joint rescue ability to build the emergency management wargaming system of urban waterlogging.Combining with modern computer technology and information technology, and applying the wargaming method, the process of urban waterlogging can be presented. Building the urban waterlogging wargaming system is the current hot spot to prevent waterlogging disasters, and is benefit to both economy and society. This paper builds the urban waterlogging model and emergency management evaluation model based on wargaming. The process of urban waterlogging is simulated and the rescue work of government sectors is drilled. Then we evaluate the rescue work and put forward the shortage of current urban emergency management and the solution to copy with urban waterlogging. The main work of this paper is as follows:1) This paper consults some wargaming information in domestic and overseas, and sums up the development and application of wargaming in China, and points out the importance of wargaming in the urban waterlogging emergency management system;2) This paper builds the rainstorm model in Jinan, summarizes the calculation methods of urban surface runoff, and establishes rules to solve the urban surface water yield which is applicable to wargaming system;3) This paper designs the scenario and rules of wargaming system in Jinan, according to the altitude information from Google Online and the responsibilities of each department in urban flood control emergency plan;4) This paper establishes time-based evaluation system according to wargaming rules;5) This paper offers a proposal for Jinan to response to the urban waterlogging according to the final evaluation result.
