【摘要】 根据南阳经济社会发展需求和城市功能定位要求,以强化政府部门对检测技术服务体系的监管、培养多元化检测产品格局、提升检测技术服务能力为着力点,构建新型检测技术服务体系,扭转检测技术过去“服务政府监管”的局面为现在“服务南阳经济社会全面发展”的局面。本文以南阳市质量技术监督系统检测机构设置及运作为例,对当前南阳市及周边地区检测市场需求以及国内外先进检测机构进行了系统的分析,力图找出质检机构发展的定位方向,研究新形势下质量技术监督系统检测机构的发展模式,并结合组织运营管理方法和信息化技术构建出有利于质检机构定位发展方向的公共检测服务平台模型。建成后的公共检测服务平台,将成为检验检测机构为客户提供检测服务的窗口,实现“单点登陆、全程互访”。客户可以采用拨打电话、登陆网站或发送电子邮件等多种便捷的方式,向检测服务平台咨询、委托、查询检测服务内容、流程、进程,获取检验检测结果。随后,平台还可以对客户需求进行跟进,进行深度服务和定制化服务。同时对相关数据进行综合分析,为政府质量监管提供参考。更多还原

【Abstract】 According to the Nanyang economic and social development needs and the positioning of the city function requirements, in order to strengthen government departments of detection technology service system of supervision, training of diversified products, enhance the detection pattern detection technology service ability as the focal point, construction of new detection technology service system, torsion testing technology the past" service government regulation " situation is now" to serve Nanyang economy society comprehensive development " of the situation. This article take the Nanyang city of quality and technical supervision system for detecting structure and functioning as an example, the current Nanyang city and the surrounding areas of detection market demand as well as the domestic and foreign advanced detection mechanism undertook systematic analysis, tries to find out the development orientation of quality inspection institutions, study the new situation of quality and technical supervision system to detect of the orgnaization development mode, and the combination of tissue operations management and information technology to build that is helpful for the quality inspection institution development direction of public services platform model test. After the completion of the public service platform, will become the inspection and testing institutions to provide testing services window, to achieve" single sign-on, full visits". Customers can use the call, visit or send e-mail and other convenient way to detect service platform, consulting, commissioned, query service content, process, testing process, testing results obtained.
