【摘要】 城市管理部门在我国是一个刚刚成立不久的职能部门,它涉及了建设、规划、市政、园林等诸多管理职能,数字城管作为新兴的城市管理方式在我国才刚刚起步,目前国内外针对这方面的研究极少,研究主要集中在数字城管方式创新,核心技术以及数字城管的深化应用等方面,并以住房和城乡建设部推行的标准为基础而实施。随着信息化、数字化在各行各业的广泛应用,数字化对经济发展的贡献作用也越来越大,城市管理也顺应时代的发展买入了数字化的行列。城市管理的数字化,不仅大大提升了管理工作的及时性与有效性,同时,也提升了城市管理的整体水平,为城市经济发展的加速提供了基础保障。实现数字化城市管理,一方面可以提高政府管理工作的效率,另一方面从调查中显示,数字化城市管理也可以从根本上提升公众对城市管理的满意度,从而形成先进、现代、科学的城市管理体系,进一步推动城市现代化进程的发展。本文以作者熟悉的济南市数字化管理中心为研究对象,进行济南城市管理中数字化技术在城市管理中应用的研究,目的在于分析这种新型城市管理方式在与传统城管业务相结合中的制度创新性和局限性。本文通过文献研究和实证研究相结合的研究方法,以城市数字化技术为依托,研究数字化城市管理方式在解决传统城市管理问题中应用的成功与不足之处,分析和论述当前济南数字化城市管理中工作的现状,验证济南数字化管理方式的有效性,总结当前建设数字化城市管理中存在的问题以及数字化管理方式应用过程中所遇到的问题,提出具体建议。第一章绪论。该部分主要对本课题的研究背景、研究对象、国内外研究现状、研究框架和内容、研究方法以及数字化技术平台的基本理论进行阐述。第二章济南数字化管理产生的背景。该部分针对济南数字化管理方式在产生的背景条件进行了详细的描述。用来说明数字化管理方式的产生是因为原有传统管理方式在体制、机制、技术手段、管理方式等方面的不能满足城市管理的需求而导致数字化管理方式的出现。第三章重点介绍济南现有数字化管理方式所取得的效果。该部分主要通过以笔者熟悉的济南市数字化城市管理中心为例,主要介绍济南市数字化城市管理现状以及数字化城市管理在城市管理各个方面所取得的成绩与效果.第四章提出数字化城市管理方式所存在的不足,并针对济南数字化管理方式存在的不足进行几方面的原因分析,在这一章中针对前面提出的问题和问题成因,通过职能、机制、应用方式等几方面详细分析数字化城市管理方式出现的问题的原因。第五章完善数字化平台的对策及建议。本章是论文的重点,也是本课题的落脚点,通过对以上几部分的分析和论述,通过比较国内其他城市的成功做法提出济南数字化城市管理方式可以改进的地方以及未来发展方向,同时提出作者个人在完善和改进数字化平台建设运行方面的意见和建议。更多还原

【Abstract】 As a young department in China, the city administrative department bears many administrative functions such as city establishment, urban planning, municipal administration, landscape and so on. Little study has touched upon the digital city administration, as a new administration method, because it has just started in our country. By far, study on this aspect mainly focuses on innovation, core technology, deepening application of the digital city administration method and other aspects, which have been implemented on the basis of the standards carried out by the Ministry of Housing and Urban-Rural Development.With extensive use of information technology and digitalization in all walks of life, the digitalization has made great contribution to the economic development, and the city administration has joined the trend of digitalization following the development of the times. The digital city administration method has greatly promoted timeliness and efficiency of the administration work, and at the same time it has improved the overall administrative level of the city and provided the basic security for economic development of the city. On one hand, realization of the digital city administration can improve the efficiency of the government management work; on the other hand, according to the survey, it can also improve satisfaction degree of the public with the city administration so as to form an advanced, modern and scientific administration system, and further promote the modernization process of the city.The thesis relates and analyzes the application of the digital city administration technology in the digital administration center of Jinan city. The thesis is aimed to analyze the innovation and limitation of combination between the new city administration method and the traditional city administration method. Through documentary and empirical study. and based on the city digital technology, the thesis focuses on the study of achievements and defects during application of the city digital administration method to solve the problems in traditional city administration. In the meantime, the thesis analyzes and expounds current status of the digital city administration work in Jinan city, and verifies the effectiveness of the digital city administration method. Finally, the thesis forward concrete proposals for problems occurred during the process of application of the digital city administration method. Chapter one gives an introduction and expounds the study background, study objective, current status of the study at home and broad, study framework and content, study method as well as the fundamental theory of the digital technology platform. In chapter two, the paper author mainly focuses on the background of generation of the digital administration of Jinan city. In this chapter, the thesis elaborates the background under which the digital city administration method was generated. The digital city administration method is generated in the case of increasingly apparent defects existing in the system, the mechanism and the technical means and the administrative strategies of the traditional administrative methods. In chapter three, it focuses on the achievements that have been made in various aspects and current status of the digital city administration, taking the digital administration center of Jinan city for example. Chapter four reveals the defects resting in the current digital city administration method, and analyzes the causes of the defects in terms of function, mechanism and application mode and so on. Chapter five, as the key point and objective of the thesis, puts forward strategies and suggestions for completion of the digital administration platform. This chapter spells out the area that needs improvement and the future development direction of the digital city administration method of Jinan city by comparing with the successful cases of other cities in China. Meanwhile, the paper author gives some original advice on how to complete and improve the digital administration platform.更多还原
