社会保险信息一体化建设研究

【摘要】 随着我国社会保险事业的不断发展完善，截至目前，我国已经按不同人群建立起了覆盖全体城镇职工、城镇居民、农村居民的基本养老保险、基本医疗保险制度，实现了广覆盖的基本目标，并且随着我国金保工程的实施，社会保险各项业务的信息化管理体制已基本建立，但是由于我国地区经济发展水平不平衡、各险种分人群安排设计等原因，各地方、各险种基本自成板块，建立起了不同的运行机制，随着社保事业的不断推进，这种各司其政、各不相通的运行模式所带来的种种弊端也逐渐显现出来，城镇职工、城镇居民、新农合之间重复参保、重复享受待遇问题，参保人员跨险种难以转移问题，参保人员基本信息不准确问题，各险种之间政策不衔接、政策交叉、分散等问题无不成为我们全面推进社保事业的绊脚石。另外，由于各政府部门的资源不能共享，其经办机构难以真实的掌握参保人的实际情况，由此而来的死亡人员继续领取养老金、低保、残疾人员无法按规定享受待遇、单位申报缴费基数与实际不符等问题亦是不容忽视。要实现各项社保制度的平稳衔接、要逐步提高各项保险的统筹层次、要人员身份变动后能跨险种转移，最终实现在全国范围内建立覆盖城乡居民的一元化国民健康保险制度目标，社会保险信息一体化平台的建设刻不容缓。论文第一部分界定了社会保险信息一体化的基本内涵，阐述了社会保障信息一体化工程即金保工程的现状及发展趋势，简要论述了与金保工程密切相关的电子政务基本情况及发展趋势。论文第二部分主要归纳总结了我国社会保险信息一体化建设过程中取得的成就和存在的问题。论文第三部分提出了社会保险信息一体化建设的下一步发展思路，叙述了发展的基本目标和主要内容，针对社保信息一体化建设的基本目标着重探讨了其必要性和可行性。论文第四部分以东营市社会保险信息化建设基本情况为例，阐述了东营市社保信息化建设的建立发展过程及现状，对建设过程中取得的成绩和遇到的困难进行总结。论文第五部分对深化完善社保信息一体化建设提出了自己的对策和建议，即通过完善政策法规、建立统筹协调机制、整合各险种等方式全方位推进信息共享水平提高，通过参保人员保险关系的再设计促进顺畅转移社保关系。通过大胆创新促进社保信息的深层次应用。更多还原

【Abstract】 With the continuous development and perfection of the social insurance enterprise in ourcountry, the basic endowment insurance and basic medical insurance systems have been builtup so far according to different groups covering all urban workers, urban residents and ruralresidents as well as achieving the basic goal of wide coverage. And along with carrying outthe Golden Insurance Project, the information management system of various businesses inthe social insurance has been basically established, but because China’s regional economic de-velopment level is not balanced and every insurance is planted by the groups, each insurancein each place basically forms their separate plates and different operating machineries have b-een set up. With the advancement of social security, various shortcomings by the running mo-de of managing themselves and not communicating with each other will also gradually reveal.The issues all become a stumbling block to our promoting social security undertakings, likethe insurance and the treatment are repeatedly enjoyed by urban workers and residents as wellas the new agricultural cooperative medical care systems, different insurances are difficult toshift, basic information is not accurate and policies for fifferent insurances are not linked upbut crossed. In addition, because resources from various government departments cannot beshared, it’s hard for the agency to grasp the actual situations of the people. As a result, old-agepensions for the dead continue to be enjoyed by some people, and the people with the lowestlife guarantee and the disabled workers cannot enjoy the treatment by the regulation, the pro-blem that the pay cost bases by units do not agree with the actuality should not be ignored.To manage to join various social insurance systems smoothly, to gradually increase theoverall level, to achieve the transference across different insurances after workers’ identitieschange and finally to realize the goal of establishing the unified national health insurance system covering both urban and rural residents throughout the country, the platformconstruction of the social insurance information integration is urgently needed.The first part of the essay defines the basic concept of social insurance information integ-ration, expounding the social insurance information integration project, that is, the present sit-uations and the development trend of the Golden Insurance Project as well as briefly discussi-ng the basic situation and development trend of e-government affairs related to the project.The second part mainly summarizes the achievements in the process of the social insura-nce information integration and the existing problems.The third part put forward the next step in the development of ideas for the constructionof social insurance information integration, describes the basic development goals and maincontents of the construction of the social insurance information integration. Its, necessity andfeasibility are emphatically discussed in view of the goals.The fourth part takes the basic situation of social insurance informatization constructionin DongYing for example, expounds the development process and present situations of theinformatization construction of the social insurance in DongYing and summarizes the achiev-ements and the difficulties in the process.In the fifth part, my own countermeasures and the suggestions to deepen and perfect thesocial security information integration are put forward, namely, by means of perfecting polici-es and regulations, establishing overall coordination mechanism and integrating various insur-ances, the level of sharing information will be encouraged. By redesigning relations of socialinsurance, the relations will be smoothly transferred. Through bold innovation, social securityinformation will be promoted for further applications.更多还原
