【摘要】 近30年来，我国经济发展速度迅猛，经济总量一跃成为全球第二大国，不仅让其他发展中国家望尘莫及，也让很多发达国家倍感压力。改革开放使我国经济持续快速增长，为此我国提出大力招商引资的政策，而招商引资一度也成为我国各级政府部门的主要工作。但是我国经济的发展是以资源浪费和环境污染作为代价的，生产方式为劳动密集性，并不符合我国可持续发展的战略思想。当我国经济发展到一定水平后国内资金开始关注国际市场的发展，并适时的提出了“走出去”的发展战略。2000年我国首次把“走出去”战略提升到国家高度，并在党的十七大报告首次指出要把“引进来”和“走出去”结合起来。本文通过国内外相关文献的总结，发现对外直接投资一直是各国发展经济的重要手段，国外研究已经相对成熟，而国内研究尚处于起步阶段。本文首先分析了我国对外直接投资的现状，主要从我国对外直接投资整体现状、投资主体、投资的区位分布、投资的行业分布等方面对我国对外直接投资的现状和存在的问题进行了阐述。我国对外直接投资从数量上看呈现出投资流量增速大，但存量相对较少的特点；投资主体方面以中央企业和单位为主；区位分布呈现出覆盖率进一步扩大的趋势，但是投资区位较为集中；投资行业呈多元化发展，行业结构趋向合理，主要集中在技术含量和附加产值都比较低的行业。然后根据我国各地区经济发展水平将我国划分为几个区域，并从各区域内选取具有代表性的十个省市区作为样本进行了具体的数据分析，运用邓宁教授的国际投资发展周期理论，讨论我国各地区经济发展水平与对外直接投资之间的关系，分析过程为净对外直接投资头寸（IPI）指标分析、加入金融因素后发展阶段分析、IDP阶段实证分析三种方式。将三种方法分析结果进行比较，并结合各地区经济发展状况给出合理的对外直接投资路径选择的建议。最后本文从我国对外直接投资从各个角度给出了相应的政策建议。我国政府部门应当充当我国企业对外直接投资向导的角色，无论从整体规划还是政策支持方面都应当提供相应的便利条件。我国应当从国内已经不具有或缺乏相对比较优势的行业开始逐步推进行业的对外直接投资转移，特别应当关注边际产业的对外直接投资。我国企业还应当把握人民币升值的契机对国外资产进行直接投资，还应当从战略角度出发对国外优质资源、能源产业进行直接投资。与此同时，我国企业在国际市场应当适当聚集，产生规模效应，有利于我国企业在国际市场获得主导地位。更多还原

【Abstract】 About30years，China’s economic development so fast. Economic aggregateranked jump to the second superpower. Not only makes other developing countriescan not catch up with, also makes a lot of developed countries depress. Reform andopening up makes our country’s economic keep develop. China put forward a newpolicy that is invite investment and the invite investment to be a main goal of ourgovernment for a long time. However resources and environment become to problems.The mode of production is labor intensive, it is not accord with our policy thatsustainable development. When China develop enough that begin pay attention tointernational market and make a policy named “go out”. In2000China in the17thCPC National Congress make the “bring in” and “go out” get together.According the summary of pertinent literature in our China, we find that FDI is themost mainly way to the economic. Foreign country is already relatively mature, butChina is still in the infancy. Our paper analyzes the present situation of China’soutward foreign direct investment first. Mainly from Chinese foreign directinvestment situation, investment main body, the regional distribution, industrydistribution of the investment of China’s outward foreign direct investment presentsituation and the existing problems are expounded. China’s FDI flow is increase, butstock is less. The two main parts of investment are central enterprises and units.Present a coverage of locational distribution of further expanding trend, but theinvestment location is concentrated, Mainly in the technology content and additionaloutput value is low.Next, according to China’s regional economic development level will be dividedinto several regions in our country and select a representative sample from each areaof the ten provinces, as sample are analyzed in specific data,use Deng Ning’s theorydiscuss China’s regional economic development level and the relationship betweenforeign direct investment, analysis process as net foreign direct investment statusindex analysis, after joining the financial factors, stages of development, the IDP stagethree ways for empirical analysis. Compare the three ways, combined with theregional economic development and give a rational path choice of the foreign directinvestment. In the end of the essay, From all aspects of China’s foreign direct investment andgive the policy recommendations. Chinese government shall play as the guide ofEnterprise of foreign direct investment. No matter from the aspects of overallplanning and policy support should provide convenient conditions. China should befrom domestic have not or lack of relative comparative advantage industry began togradually promoting foreign direct investment of industry transfer, specially shouldfocus on marginal industry foreign direct investment. Our enterprises should also begrasped the chance of RMB appreciation on foreign direct investment andshould befrom a strategic perspective to direct investment overseas high-quality resources, theenergy industry. Moreover, our country’s enterprise in the international market shouldbe appropriately gathered, produce scale effect, is beneficial to our country’senterprise take the dominant position in the international market.更多还原
