【摘要】 随着我国经济与社会的不断发展,农村居民的生活水平也有了大幅提高,农业、农村、农民的问题被大众所关注,而农民医疗卫生保障的问题作为一个我们国家能否全面实现小康社会和现代化社会的根本性问题愈来愈受到社会各界的重视。从历史进程来看,农村必须要建构起新型的农村合作医疗制度来解决农民医疗卫生保障问题,并在这项制度的开展过程中逐步去完善。进入21世纪的十多年间,国家明确要求逐步建立新型农村合作医疗制度,并且这项制度要基本覆盖农村居民,在我国农村中形成与国家经济体制和社会发展水平相符合的农村合作医疗制度和卫生服务体系。新型农村合作医疗(以下简称“新农合”)协调城乡和社会经济发展,从根本上解决农业、农村、农民问题,改善农民医疗卫生条件,全面实现小康社会和现代化社会的重要措施。本论文采用文献分析、理论研究、询问调查、专题访谈和对比分析等研究方法,在对上海市崇明县新型农村合作医疗的实际运作效果做出分析研究后,针对产生的问题和现象,给予相对的解决办法和建议,供崇明县相关单位进行参考。更多还原

【Abstract】 With the continuous development of China’s economy and society, the living standards of rural residents has also been significantly improved, the problems of agriculture, rural areas and farmers of public concern, the issue of farmers’ health insurance as one of our country can fully achieve a well-off society in an all-round way andthe fundamental problem of modern society is increasingly subject to the attention of the community. Facts have proved that rural areas must establish a new type of rural cooperative medical care system to solve the problem of farmers’health insurance, and gradually to perfect this system to carry out the process. Ten years into the21st century, countries at all levels of government explicitly requested to gradually establish a new type of rural cooperative medical care system mainly serious co-ordination, and this system is basically covering the rural residents, the formation of the national economic system and social development in China’s rural areasconsistent level of rural cooperative medical care system and health service system. The new type of rural cooperative medical care to coordinate urban and rural social and economic development, from the fundamental solution to agriculture, rural areas and farmers, to improve the health conditions of farmers, the full realization of the important measures of well-off society and modern society. In this thesis, literature analysis, theoretical research, questionnaires, feature interviews and comparative analysis on the basis of the investigation and analysis of the implementation of new rural cooperative medical Chongming County, proposed the corresponding countermeasures and suggestions for localGovernment to further improve the new rural cooperative medical care system to provide a reference.更多还原
