【摘要】 随着改革的深入和中国社会的转型，人们越来越认识到经济社会的发展不能仅仅以GDP为衡量标准，增进人民群众的幸福和尊严逐渐进入执政者和参政者的议事日程，成为政府施政和公共服务的主要目标。党和国家在我国经济发展取得巨大成就的同时，对于人民是否幸福也保持着关注，淡化国内生产总值增长在国家发展战略中的权重，将民生问题提高到幸福与尊严的层次，这是党执政理念的一个重大跨越。人民精神文化生活是否丰富，人民是否享有健康的精神文化生活，是衡量全面建成小康社会的重要标准与内容。提高社区居民整体素质、丰富社区居民精神生活以及提高社区综合文明程度是社区文化建设的主要内容，构成了社区文明的核心，在社会主义精神文明建设中具有重要地位。充满秩序的社区管理与居民关系的融洽和谐是国际社区建设的共同目标和重要内容。本文从社区文化建设的角度来探讨如何提高公民幸福水平，首先对社区的概念、分类以及社区文化建设的内容进行了分析，继而阐述了我国社区文化建设的形式、成效以及经验。然后探讨公民幸福指数及其标准，针对不同群体分析了影响该群体的典型幸福因素。重点探讨了社区文化建设如何增进公民幸福，分析了国外先进社区文化建设经验及其给我国社区文化建设带来的启示，最后从完善社区文化设施、优化社区环境、加强社区文化队伍建设以及培养社区精神等四个方面提出了建议。更多还原

【Abstract】 With the transformation of Chinese society, people areincreasingly aware of the economic and social development can notbe first in GDP, the word "happiness" has become a hot topic inpeople’s lives gradually into the agenda of the rulers andpoliticians,great achievements in China’s economic was been madeby Party and the country at the same time, whether you are happy forthe people to maintain attention. Weight in the national developmentstrategy to play down the growth of the gross domestic product (GDP),livelihood issues to the level of well-being and dignity, and this is yetanother leap forward when the concept of governance.Rich spiritual and cultural life of the people let the people enjoy ahealthy and rich spiritual and cultural life, and building a moderatelyprosperous society. Community culture construction to improve thequality, enrich the spiritual lives of community residents ofcommunity residents and improve the community civilization degreeas the main content, as the part of socialist spiritual civilizationconstruction,constitute the heart of the community civilization, hasan important position. The orderly management of the community andcommunity residents live in harmony is the common goal of theinternational community building and an important content. From the point of view of the construction of community culture toexplore how to improve the citizens’ level of happiness, the firstcommunity concept, classification, and community culturalconstruction, and then describes the construction of our communityculture, the effectiveness has been experience. Index and itsstandard describe the well-being of citizens, and the typicalhappiness factors affect the groups for different groups.
