【摘要】 风险控制是技术服务项目管理中的重要环节,通过对项目中的风险进行识别并进行合理有效的预防、控制,从而使其达到预置目标,也是项目建立系统性风险管控的一项核心任务。而将已发生的风险和其影响降至最低则成为项目成功的关键。对于国内大多数钢铁企业来讲,价值服务是舶来品,是新生事物。看似很美,却往往忽略了细节、忽略了风险。不确定性风险广泛存在于价值服务项目中,加之企业缺乏技术服务项目管理经验,这就导致了大批企业在项目实施过程中发生项目失败或干脆中途废止。本文是以通过案例研究为主要方法,针对A钢铁公司4#冷轧线的支承辊轴承技术服务中存在的问题开展针对性研究。首先介绍4#冷轧线支承辊轴承技术服务的特点与内容上,从技术服务项目的阶段构成、阶段识别、项目执行、成本控制等方面挖掘4#冷轧线上主要存在那些风险控制问题,并分析其成因及其可能对项目产生的危害。其次通过项目风险控制分析并参照国内、外技术服务项目现状及风险控制等相关理论的基础上,分析了4#冷轧线支承辊轴承技术服务风险控制问题的主要原因,并得出在该技术服务项目中风险控制不力的主要原因是：风险管控意识淡薄、项目组织与协调缺位、制度僵化、管理方法跟不上、成本管理不完善、人力资源不足和不确定因素等等。最后,从提高项目全员风险管控意识、完善相关制度、建立配套的方法体系、推进项目三位一体的风险管理工作、提高项目全方位协调效率等角度提出4#冷轧线支承辊轴承技术服务风险控制改善策略。更多还原

【Abstract】 For most domestic steel enterprises, the value service is imported, as a new thing. Looks beautiful, but often overlooked details, ignoring the risk. The risk of uncertainty widely exists in the value of the service project, coupled with the lack of technical service experience in project management, which led to a large number of enterprises in the project implementation process of project failure or simply midway abolished. Risk control is an important part of the technical services project management, project risk identification and reasonable and effective prevention, control, so that it reaches the preset target, but also one of the core tasks of the project is to establish a systematic risk management and control. To minimize the impact of risk is going to become the key to the success of the project.This paper is a case study as the main method to carry out targeted research, regarding4#CRM backup roll bearing technology service of Steel Company A. First introduced4#CRM characteristics and content of the supporting roller bearing technology services, from the stage of the Technical Services session identifier, project execution, cost control and other aspects of those risk control problems, and to analyze the causes and hazards that may be generated by the project. Second,do project risk control analysis with reference to domestic and outside technical services project status and risk control theory based on Analysis4#CRM backup roll bearing technology risk control of the main reasons, and draw in the technology services in the risk of inadequate control of the main reasons are:the weak awareness of risk management and control, project organization and coordination absence of a rigid system, management methods can not keep up, the cost of poor management, lack of human resources and uncertainties.
