【摘要】 庄河市的“千人下跪”事件一度成为网络热点,事后分析冲突的深层次原因是权力过于集中和权力运行过程缺乏对外公开。为从源头上预防和解决问题,为在行政权力的分配、运行和监督诸环节形成有效制约,庄河市监察局以“以权力制约权力”和“以权利制约权力”的成熟理论为基础,设计建设了“庄河市行政权力监督和制约信息平台”。本文的研究对象是该信息平台的建设内容,通过列举、分析国内几个地区关于行政权的决策、执行、监督职能适度分离的实践模式,设计了庄河市的相对独立监察权和执行权集中的运行模式,从源头上形成相互制约相互协调的权力架构。通过调查法及访谈法,在对全市行政权力分类梳理的基础上,对权力运行流程进行适当的分权或分工,将其纳入“庄河市行政权力监督与制约信息平台”进行电子监察,规范行政权力的运行；并整合五个民意诉求渠道,建立政务服务和政府信息网站,接受社会监督和制约。本文从组织建设和信息平台建设两方面介绍了建设过程,通过描述信息平台各模块的功能,论证了信息平台如何通过内部监督和外部制约实现了对行政权力的全覆盖管理,最后简要介绍了信息平台的在线运行效果及引发的进一步思考和建议。更多还原

【Abstract】 Kneeling incident in Zhuanghe City became an internet hotspot, and the deep cause of this conflict was extreme concentration on power and lack of public restriction. To prevent and solve the problem from its source, and to restrict administrative power in the process of allocation, operation, and monitoring, Zhuanghe City Supervisory Bureau takes the theories of" power restricts power" and "right restricts power" as a foundation, and builds the " the supervision and restriction system of administrative power of Zhuanghe City".The object of this paper is the construction of the system, through enumerating and analyzing the domestic practical mode of several areas about decision-making, execution, supervision function moderately separated; the operation mode of the relatively independent supervisory authority and executive power concentrated are designed and formed a power framework interacted and intercoordinated. On the basis of reviewing the classification of municipal administrative power, the power operation process should be properly separated, divided and standardized by electronic supervision in the "system of the supervision and restriction system of administrative power of Zhuanghe City" by the methods of investigations and interviews. Public appeal channels should be integrated in order to get social supervision and restriction, and government affairs service and government information website should be established. This paper introduces the system construction process from organization construction and system platform construction. By describing system functions of each module, how full coverage of administrative power has achieved through both internal supervision and external restriction is discussed in this paper. Finally this paper briefly introduces the online running effect and further thought and suggestions of this system.更多还原
