【摘要】 钢铁行业是我国重要的经济支柱产业之一。我国进入WTO后,钢铁行业受到很大影响,面对国外大型钢铁企业的竞争,我国钢铁企业需要借助信息技术,提高资源管理信息的准确性和及时性、提升生产能力与管理水平,充分利用资源,在国际竞争中谋求一席之地。为此,本文在实际应用中总结出一种企业信息化建设的新模式——信息化服务提供模式,该模式避免定制化或套装化工作缺乏整体性的缺点,同时适应钢铁企业集团化、全球化发展趋势。本文采用构建型案例研究方法,对DSS集团的典型性和特殊性进行了分析,从数据来源、访问内容和访谈形式三个方面介绍了数据状况。在对钢铁行业背景和DSS集团状况进行简要介绍后,经过系统分析和研究,本文归纳出信息化服务提供模式的运营模式、组织模式、业务模式和体系结构,为下文深入分析提供了基础。本文结合案例和理论的综合论证,首先分析了信息化服务提供模式参与方——集团信息化中心、某大学科研机构和某科技服务公司在DSS信息化建设过程中起到的作用：指出集团信息化中心处于主导地位：大学科研机构识别客户需求,提供整体方案和关键技术,提出了基于消耗链的物料需求计划、客户分组和扁平化管理等思想；科技服务公司起辅助支撑作用,将企业需求和先进思想转化为可操作的信息系统,为集团建立了数字化产品定义和协作工具与环境等。其次,本文分析了信息化服务提供模式作为一个整体,对集团制造运营模式和原材料采购流程的影响。本文指出DSS集团基于信息化服务提供模式建立的信息系统实现“产、供、销”一体化运作,使资源配置更加有效,实现了企业制造运营模式优化；信息化服务提供模式及信息技术通过支持战略供应商集成信息系统和面向集团全部门的沟通协作系统的建立,使集中战略采购成为可能,优化了采购流程。最后,通过与现有信息化建设模式进行比较,得出信息化服务提供模式是一种崭新的信息化建设模式,并提出信息化服务提供模式的特征与适用条件,希望为其他大型企业或集团企业的信息化建设工作提供借鉴。更多还原

【Abstract】 Steel industry is one of the most important economic pillar industries in China. After entering into WTO, steel industry has been influenced a lot. Facing the competition of foreign large steel enterprises, Chinese steel enterprises should take advantage of information technology to improve the accuracy and promptness of resource management information, as well as the productive capability and management level for the purpose of earning a favorable competitive position globally. So in this paper, we summarize a new model of enterprise informatization from actual application, Informative Service Provider model, which could avoid the weakness of lack of integrity of customization and universalization and adapt to the trend of conglomeration and globalization of steel industry.This paper adopts the method of building theories from cases, analyses the typicality and specificity of DSS Group, introduces the data sources, interview questions and formats. After a brief introduction of steel industry background and DSS Group condition, through systematic analysis and study, this paper includes the operation model, organization model, business model and architecture of informational service provider, which provides a base for deep analysis below.Combined the case study with literature review, firstly, we analyze the impact of the participants of ISP Model in the process of information construction of DSS Group. The Group Information Center plays a dominant role in the process; the university distinguishes the requirements, provides overall solution and key techniques; the technology service company transfers the Group’s requirements and advanced ideas into operational information system, builds the integrated digital product definition and synergetic tool and environment for DSS Group, which plays a supporting and assistant role. Secondly, this paper analyzes the influence of ISP Model as a whole on group manufacturing operating model and raw materials purchasing process. we points out that the information system of DSS Group based on ISP Model realizes the integrated Production-Supply-Sale operations and makes resource distribution effectively, which optimizes the manufacturing operating model; the ISP Model and Information Technology supports the establishment of strategic suppliers integrated information system and all the departments-oriented communication and collaboration system, which makes the centralized strategic purchasing possible and optimizes the purchasing process of DSS Group. Finally, through comparison with current implementation model of information system, this paper comes the conclusion that ISP Model is a kind of implementation model of information system. By putting forward the characters and conditions of ISP Model, we hope this could provide some informatization advice for other steel enterprises.更多还原
