【摘要】 党的十八大将实现基本公共服务均等化作为全面建成小康社会的重要目标要求之一,使得基本公共服务均等化再次受到各界的广泛关注。均等化作为一项重要的公共政策,自中共中央《关于制定“十一五”规划的建议》中提出之后,学术界已经就基本公共服务均等化的内涵、提出背景、理论基础、供给模式、绩效评价和实现路径等方面内容进行了广泛的研究。均等化政策的提出,是我国由生存型社会向发展型社会过渡发展期间一个重要举措。推行基本公共服务均等化政策,能够由针对行动解决我国现阶段区域发展不平衡,城乡发展差距大,人民群众不满足现有基本公共服务的一项重要举措。特别沿海发达地区,在改革开放以来充分利用政策优势和良好的政策环境,在经济和社会发展上走在全国前列。当经济发展一定程度时,沿海发达地区不均等等社会问题集中显现出来,给发展带来了障碍。因此,沿海发达地区推行基本公共服务均等化政策是必然选择,在全国均等化政策推行的进程也走在了前列。研究其在均等化实现的过程中面临的问题、产生的原因及未来的发展等,都将对其他地区有重要的借鉴意义。为深入探究基本公共服务均等化政策实现对策,本文将对沿海发达地区现有均等化政策执行的实际经验加以总结和分析,并借鉴西方政策科学的理论成果,从沿海发达地区基本公共服务均等化实现的基础、现状及问题成因方面着手,提出合理的对策建议。为能够更好的运用公共政策分析的成果,并检验对宏观问题的把握是否准确,文章还选取在基本公共服务均等化方面,特别是公共服务均等化政策推广较有成效的辽宁省大连市展开案例分析讨论,并最终以点带面的提出推进基本公共服务均等化政策实施的有效对策。总体的研究希望能够达到两种效果,一方面希望能够充实学术领域的现有研究；另一方面,总结现有的成绩和不足,为公共政策制定主体提供一定的参考。更多还原

【Abstract】 The equalization of basic public services has become one of the important goals of building a moderately prosperous society in18th CPC National Congress, so that the basic equalization of public services received widespread attention again. Equalization is an important public policy since basic public services equalization was put forward in the Committee put recommendations on the development of the "Eleventh Five-Year Plan" by CPC Central, a lot of research work on the connotation, background, theoretical basis, and performance evaluation and implementation path et al. have been carried out in the academic circle. The proposed equalization policy, is an important option for our survival-based society to the development of social change. The implementation of the policy of the equalization of basic public services is an important initiative for easing China’s current imbalance in regional development gap between urban and rural development, and discontentment of the existing basic public services. Especially in developed coastal areas, economic and social development are on the forefront of the country because of the reform and opening up full advantage of the policy and a favorable policy environment. When economic develops to a certain extent, the social problems of these region is also relatively concentrated, e.g. the unequal opportunities of using basic public services between urban and rural residents, it makes a barrier for the development. Therefore, implement the equalization of basic public services policy of the developed coastal areas is the inevitable choice, and it is also at the forefront in the implementation of the policy of national equalization process. Studies of facing problems, cause and future development in the process to achieve equalization will be an important reference for other areas.In order to delve into the basic public services equalization countermeasures, this paper will sum up the practical experience of the existing equalization and learn from the results of scientific theories of Western policy. We will put forward reasonable suggestions by analyse the basis, status and reasons in the implementation of the equalization of basic public services. To use the results of the public policy analysis better and verify the accuracy of the grasp of the macro issues, the paper also select an existing equalization of basic public services as an example, i.e. the policies of Dalian, Liaoning Province which have good effects. Through the point analysis, this paper eventually shows an effective implementation of the policy to promote the equalization of basic public services. This work aims to achieve two effects, one is to enrich the academic Held of existing research, and the other is to sum up the achievements and shortcomings, to provide a reference for public policy-making body.更多还原
