【摘要】 网络传播集平等性、交互性、即时性、超文本性等多种优势于一身的特性使网络日益成为公众自由表情达意的公共话语空间。网络民意作为网络时代出现的一种新型的民意表达方式,不仅开辟了民意表达的新渠道,也成为社会公众讨论公共事务、进行舆论监督、参与社会生活的重要平台。但随之出现的一系列问题也使我国开始进入乌尔里希·贝克所言的“风险社会”,危险和潜在威胁将得到前所未有的释放。因此探索如何在突发公共事件和突发群体性事件中疏导网络民意无疑具有深远的现实意义。本文正是在这一背景下展开研究。本文采用概念梳理、理论论证和案例分析相结合的方法,利用认识问题、分析问题、解决问题的技术路线,在厘清概念和描述现象的基础上,将研究重点放在网络民意疏导中存在的问题及其疏导策略上。论文分为五个章节：第一章绪论主要论述本选题的提出背景、研究意义、研究方法以及国内外研究现状,从宏观层面认识网络民意；第二章从微观入手,详细论述了网络民意疏导的内涵,网络民意不同于传统媒介民意的新特点,网络民意疏导的必要性和作用等；第三章为网络民意疏导的现状及案例分析,采用案例分析法,选取三个具有代表性的网络民意疏导案例,通过对其疏导策略的梳理和评析,把握我国网络民意疏导的现状以及需要注意的新问题；第四章通过对大量案例的提炼和升华,重点从网络媒体、传统媒体、网民以及政府四个方面阐述了网络民意疏导中存在的问题及成因,从而为下一章研究策略的提出做铺垫；第五章集中探讨了有效疏导网络民意的策略,本文从政府、媒体、网民自身以及法制监管方面提出并详尽阐释了疏导网络民意的策略,以期使网络民意向着更加理性、客观的方向发展,成为推动社会民主进步的强劲力量。更多还原

【Abstract】 The network is increasingly bacoming a public discourse space which citizens can expess their views freely,because network communication set equality, interactivity, immediacy, and other advantages of hypertext in one.Network public opinion as a new type of public opinion expression,not only opens up a new channels of expression of public opinion, but also become an important platforms for the citizens to dicuss public affairs, supervision and participate in social life. But following a number of issues that make our country enter the Ulrich Beck says "risk society",danders and potential threats will be released on an unprecedented scale. So explore how to dredge the network of public opinionin emergent public events and sudden mass incidents will undoubtedly have far-reaching practical significance.Research on this article is under the background.This paper uses some method,such as concept combing, theoretical arguments and case analysis, uses the technical route which follows recognizing problem,analyze problem and solve problem. On the basis of clarifying the concept and describing the phenomenon,the paper will focuse on problems and strategy about network public opinion dredge.The paper is divided into five chapters. The first chapter is introduction,mainly discusses the proposed background,research significance and methods,domestic and foreign research status.The second chapter, from the perspective of the micro,discusses the connotation, characteristics and function of the network public opinion detailedly.The third chapter uses case analysis method,selecting three representative cases,by combing and evaluating their strategy,grasping the network public opinion dredge current situation and new problems which need to be aware of.The fourth chapter lay special stress on describing the problems in dredging the network public opinion from media and traditional media, Internet users and the government.In the declaration of the problem also includes the description of the causes,paving the way for the next chapter.The fifth chapter focus on the strategies about how to dredge the network public opinion effectively.Puting forward and explaining some strategies from technical, legal and the government, media, Internet users detailedly.In order to make the network public opinion toward the direction of more rational and objective,becomeimg a strong force to promote the social and democracy progress.更多还原
