【摘要】 农机购置补贴政策是党中央、国务院强农、惠农、富农政策的重要内容。农机购置补贴政策从2004年实施九年多，在补贴政策推动下取得了显著成效，但同时也存在着诸多问题。因此，农机购置补贴政策的实施绩效情况，已经受到了社会广泛关注。吉林省农机购置补贴资金是全国相对比较多的省份之一。吉林省的农机购置补贴政策实施情况具有一定的代表性。鉴于此，本文通过定性与定量相结合的研究方法，对吉林省农机购置补贴政策实施进行绩效评价分析，不仅在很大程度上填补国内外相关领域的研究空白，更具有重要的理论和实践价值。本文从以下几方面进行了研究：1、农机购置补贴政策的相关理论研究。首先，对农业机械、农机购置补贴政策等相关概念进行界定及介绍DEA方法，为本论文研究奠定了理论基础框架。2、全国农机购置补贴政策现状分析。首先，通过阐述全国农机购置补贴政策实施的情况，得出我国农机购置补贴政策的补贴资金状况、机具种类范围、补贴对象等相关方面的状况。然后通过对全国农机购置补贴政策效果进行分析，得出在农业机械装备结构、农业机械化水平、农业机械化作业水平等方面起到了积极推动作用。3、吉林省农机购置补贴政策现状分析。本文从补贴资金状况、补贴机具种类范围、补贴对象等方面介绍了吉林省农机购置补贴政策实施情况，在此基础上研究分析得出，吉林省农机购置补贴政策实施在农业机械装备结构优化、农业机械化水平提高等方面的效果。同时通过调研总结出农民购机需求，补贴资金结构等方面存在问题。4、吉林省农机购置补贴政策绩效分析。本部分选取了39个县（市）和13个评价指标，运用DEA方法求解分析。对DEA评价结果分析得出，从综合整体效率、技术效率以及规模效率来看，吉林省农机购置补贴政策的投入，在技术有效性和规模有效性方面都存在不足，且技术有效性方面的不足更为严重；对DEA评价结论进行了成因分析得出，机械深耕深松面积、机械化秸秆还田面积、机械节水灌溉面积等方面的严重不足是造成吉林省农机购置补贴政策绩效较低的主要原因。根据以上研究提出了提高吉林省农机购置补贴政策绩效的对策建议。在补贴资金方面，包括协调省内区域间补贴资金差距及协调中央与地方财政补贴资金比例；在补贴机具方面，补贴机具种类应该因地制宜；在监督管理方面，包括购机前做好质量把关以及加强购机后的跟踪管理；在政策宣传方面，加大宣传力度，保证农户购买到适合的农机。以上对策建议试图使吉林省农机购置补贴政策的绩效得到更好的提高，为农机购置补贴政策的制定者和执行者提供科学的理论依据。更多还原

【Abstract】 Agricultural machinery purchase subsidy policy is an important measure tostrengthen agriculture and benefit farmers. This policy has been implemented inChina since2004. Under the function of the policy, demonstrable results have beenachieved. Meanwhile, there exist also many serious problems. So the performance ofthe agricultural machinery purchase subsidy policy has been widely concernednowadays. The subsidies amount of Jilin province is arranged by the centralgovernment，which is relatively more in China. The implementation of policy in Jilinprovince has certain representativeness. For this reason, the article evaluates andanalyses the performance of implementation of the policy in Jilin province by thecombination of qualitative analysis and quantitative analysis. It has significance bothin theoretical and practical value. It can not only fill the gap of the domestic andforeign related both home and abroad to a large extent, but also provide a scientificbasis for the establishment of the policy of subsidies for agricultural machinerypurchase in China. This paper has done in depth research from the following aspects.Section1is the related theoretical research of the performance evaluation onagricultural machinery purchase subsidy policy. First of all, it mainly defined theconcept of the agricultural machinery and the policy of subsidies for agriculturalmachinery purchase and relevant concepts. Secondly, it introduced the DEAevaluation method. So the basic framework has been established for the later research.Section2is the analysis of the situation of the policy’s implementation in ourcountry. Firstly, it concludes that the subsidy funds condition, range of machine typesand subsidies object through the elaboration of national agricultural machinerypurchase subsidy policy implementation situation. Then the effect on the nationalagricultural machinery purchase subsidy policy was analyzed. And it concludes thatthe policy has played a positive role in the agricultural machinery and equipment structure, the level of agricultural mechanization and agricultural mechanizationoperation level, etc.Section3is the analysis of the situation of the policy’s implementation in Jilinprovince. Firstly, on the basis of the introduction of the subsidy funds condition, rangeof machine types and subsidies object, the policy’s implementation in Jilin provincewas introduced. From such an analysis, it concludes that the policy’s implementationin Jilin province played an important role in the optimization of agriculturalmachinery and equipment structure and improvement of agricultural mechanizationlevel. Through the investigation and research, it points out some existing problems,such as the farmers’ demands and structure of subsidies.Section4is the performance evaluation on agricultural machinery purchasesubsidy policy in Jilin province. In this part, this paper used DEA analysis method,and39counties(cities) and13evaluation indexes are selected. Then it evaluates andanalyzes these indicators with DEA method and the following conclusions weregotten. Firstly, from the perspective of the comprehensive overall efficiency, technicalefficiency and scale efficiency, the deficiencies of technical efficiency and scaleefficiency, they aren’t enough in the investment of policy. And the lack of technicaleffectiveness is more serious. With the analyzing the reasons of DEA evaluationconclusion, it concludes that the deficiencies of the mechanical deep loosening area,the mechanized straw counters-field area and the mechanical water-saving irrigationarea are the main reason for the lower performance on subsidy policy in Jilinprovince.Based on the researches above, it proposed some corresponding countermeasuresthat improved the performance evaluation on the agricultural machinery purchasesubsidy policy in Jilin province. In the aspect of subsidy terms, it includescoordination of regional disparity in the province and coordination of the central andlocal financial capital ratio; in the subsidies machine type terms, it suggests thatsubsidies machine types should be adjusted to local conditions; in the supervision andmanagement terms, it includes completing the quality control before the upgrade andstrengthening the tracking management after the upgrade; in the policy propagandaterms, it suggests that the necessity of strengthening propaganda to guarantee the farmers to know it fully and buy the suitable agricultural machinery.Suggestionsabove are trying to make the performance evaluation on agricultural machinerypurchase subsidy policy in Jilin province improve and offer suggestions for policymakers and executors according to a scientific basis.更多还原
