【摘要】 公务用车,简称公车,一般是指党政机关、社会团体和事业单位为进行公务活动由国家财政拨款购买的车辆,目的是为了提高办事效率,确保工作高效运行。目前,我国公务用车改革尚处于初级阶段,理论研究随着改革实践的不断深入逐步加强,纵观我国公务用车改革历程,不难发现公车改革是一项涉及范围广、内容复杂且政策性强的改革任务。近年来,社会各界对公务用车改革的呼唤日趋热烈,随着我国经济社会的快速发展、行政管理体制不断深化、公共财政体制的不断完善、社会化交通服务逐步改善以及私家车的日益普及,推进公车改革的社会条件和客观条件逐步形成；随着党风廉政建设的深入推进,切实有效的公车改革不仅有利于降低行政成本、减少财政负担,而且还有助于推进政府效能、廉洁、服务体系建设,受到了社会广泛关注。本文首先以公务用车政策改革为基础介绍我国公车改革的整体情况,继而分析整个改革过程中出现的问题以及问题背后的原因；其次通过所学的专业知识从理论上对我国公车改革过程中的困境进行深层次的分析,追根溯源,全面阐述公车改革遭遇瓶颈的内在实质,为接下来公车改革的顺利进行提供理论依据；最后在借鉴国外公务用车管理经验的基础之上,提出了关于推进适合我国国情的公车改革的对策和建议,包括积极营造改革浓厚氛围、建立健全相关改革配套措施以及初步构建改革框架,以期为我国的公务用车改革提供决策参考。更多还原

【Abstract】 Car for public affairs refers to vehicle supported by financial allocation. The party and government organizations、social groups and institutions always buy those cars in order to increase their working efficiency. At present, the reform on public car-using of our country is still in its infancy. However, along with the development of reform practice, the study of theory also deepens gradually. Surveying the process of reform on public car-using, we can easily see that it’s a reform task with wide field、complex content and strong policy.In resent years, reform on public car-using has aroused extensive attention of all society. Along with the rapid development of economic society、the improvement of administrative system、public finance system and public transport, as well as the ever-increasing popularity of private cars, the social and objective conditions to promote the reform have been gradually formed. Effective reform has received widespread attention with the advance of clean government building, because it can not only reduce administrative cost、ease financial burden, but also promote to create a efficient、incorruptible and service system.Firstly, this thesis introduces the overall situation of China’s car reform on the basis of its policy reform, and analyzes the problems and its causations in the process of car reform. Secondly, the author deeply analyzes the predicament in the process of reform on public car-using, and fully expatiate its substance of bottlenecks. Thus we can provide some theory evidences for the smooth conduct of the following reform. Lastly, in order to provide some consultative opinions for China’s car reform, the author puts forward some useful countermeasures on the basis of managerial experiences aboard, including build a well reform atmosphere、establish correlative supporting measures and construct a preliminary framework.更多还原
