湖南省高速公路通行费流失问题研究

【摘要】 高速公路通行费的流失是高速公路管理者面临的最棘手的问题之一。大量的通行费流失,不仅降低了高速公路建设投资的回收速度,影响了高速公路的正常运营与发展,而且助长了社会的不正之风,甚至会影响社会稳定。高速公路网络形成并实现省市“一卡通”后,如何防止通行费流失,已成为高速公路管理中的一项重要任务。近年来,高速公路管理者、学界对此开展了一定的研究和探索。就目前的研究现状看,主要有两种研究思路:一种是从通行卡着手进行研究,另一种则主要是从计重设备着手进行的研究。但以上两个方面的研究,都只是对通行费流失原因的部分研究,造成通行费流失的原因除了以上的两个主要方面外,还有一系列其他的流失途径。本文通过对高速公路管理体制,征收方式的探讨,以成本收益理论和公共服务供给理论为指导,对湖南省高速公路通行费的征收以及流失现象作了详细的分析。笔者通过阅读大量的文献资料,利用在高速公路系统工作的便利,通过与收费员和道路使用者的广泛沟通,利用对近几年湖南省高速公路管理局征费额的对比,以及最能代表湖南省高速公路征费状况的临长管理处(征费额为全省之首,拥有全省最大的收费站,位于京珠高速的北大门)自开通以来几年的征收及流失数据的分析,深入一线,了解通行费流失的具体情况;并根据在高速公路系统10多年从事征费管理工作的实践经验,总结出了高速公路通行费流失的一般原因,即客观上有设备设施不完善、收费标准不标准、政策调整有漏洞等原因,主观上存在收费员和道路使用者受利益驱动等原因。根据这些原因,笔者提出了防止通行费流失的具体措施,内容包括加强思想教育、完善管理制度、健全高速公路法制、加强硬件建设、改造提升软件和统筹区域协调等办法。这些研究成果为加强高速公路征费管理提供了直接经验,为促进机电系统升级改造提供了理论依据,为完善高速公路法制建设提供了基本思路。
【Abstract】 The loss of the highway toll is one of the toughest problem forhighway management.The loss of toll,not only reduces the rate andrecycling of the highway construction investment,affects the nomaloperation and development of the highway, encourages the unhealthysocial wind,but also causes some unstable social factors.Since thehighway network was built and the use of the “all–in–ond–card”realized,thus how to prevent the loss of the toll has become animportant task for highway management. In recent years,the highwaymanagement,and academic circles have carried certain reserches andexploration. Judging form the current reserch status,there has two kinds:one kind is to conduct research on the passing card.another kind is mainlyfrom the weight equipment.However,the two aspects of the research,arejust a part of the reason of toll loss.there has other series of ways for theloss besides the above.based on the highway management system of taxrevenue,the cost theory and the supply of public service theory asguidance,we made this detailed analysis of the toll collection and erosion phenomenon of highway in HuNan province.By refering large literature and information,benefiting form theextensive contact and communication with the cashiers and the roadusers,and even the amout comparison of the highway tax levies,the taxoffice which has the lagerst toll.the largest levying station,locates in theNorth gate in Beijing-Zhuhai high way can best represents the levingsituation of highway In HuNan province. Accordig to the studies on theloss data Since the opening of the collection and through10years’working experience in highway system.we summarized the generalerosions of expressway toll.that is objectly: no sound facilities,perfectfee charging standards.The reson of the hole of policy adjustment,subjectively,lies in thebenefit drive between the cashiers and the road users.According to thesereasons,the author puts forward concrete measures for preventing theloss of the toll,including strenthening ideological education,elevate thethe management system,perfecting the legal system,strenthen theconstruction of hardware,update the software,and plan regionally and arrange as a whole and etc. the results of the study provided directexperience for strenthening highway management and tax levying.itpromotes the updating of electrical system, offers theory basis.andprovides basic ideas for improving legal construction of highway.
