【摘要】 为适应我国对外经济的不断发展,更好的吸引外资,各地纷纷成立出口加工区这一特殊监管区,检验检疫机构作为监管区的行政执法部门之一,对进出加工区货物及工具负责检验监管职能。在出口加工区贸易量不断增大货物种类不断增多的形势下如何发挥检验检疫工作效能,强化货物检验监管能力,提高出口加工区内货物通关效率,是加工区检验检疫部门亟待解决的问题。本文通过检验检疫机构在出口加工区内的职能定位,从理论、流程和效果上对现行工作模式在货物通关流程和检验监管方式上分析,并以HA出口加工区内货物监管通关数据进行统计分析,得出现行模式中存在的两个主要问题,即加工区货物申报流程和货物进出区检验监管有效性方面存在的问题。通过构建新的出口加工区检验检疫监管模式,运用流程规划工具进行顾客需求分析及流程的模块化,提出新模式构建要素。通过运行信息化手段,在出口加工区内上线两个电子化系统进行应用研究,进行数据统计分析和假设检验的验证,得出结论。本文从出口加工区检验检疫实际出发,提出了优化加工区内检验监管要素和申报流程的观点,并通过信息化系统的运用得以实现,对今后出口加工区检验检疫工作具有指导意义。更多还原

【Abstract】 In order to meet the country’s economic development and attract foreign investment, more and more Export Processing Zones (EPZ) have been established. As one of government departments in the special areas, CHINA INSPECTION AND QUARANTINE (CIQ) plays an important role in quarantine and inspection of goods in and out of EPZ.With the increasing volume of foreign trade In EPZ, a question has been put in front of CIQ, that is how to strengthen effectiveness of quarantine inspection of goods and improve the efficiency of customs clearance of goods.By studying the function of CIQ in EPZ and its customs clearance process and inspection supervision through the theory, process and effect of the current working mode in HA EPZ,two main problems have been found:declaration flow and inspection supervision validity of the goods in and out of the EPZ.New working mode of CIQ in EPZ has been established by using process planning tools for customer demand analysis and process module. Two electronic systems have been used in the new EPZ working mode and the conclusion of the hypothetical study has been verified.The main academic contribution of this study can be stated as follows:it proposed the viewpoint of optimizing the inspection and supervision elements and declaration process by way of using electronic tools which provides an important direct on how to improve the work efficiency of CIQ in EPZ.更多还原
