【摘要】 当今社会,经济全球化和区域经济一体化不断深入发展。各国家和地区为了促进经济发展、增强竞争实力纷纷开始寻求广泛合作。地域相邻且拥有共同资源和经济往来的国家及地区,试图跨越行政管理体系,构建一体的经济机制,促进生产要素流动,打造全面、立体、成熟的区域经济共同体以解决独立主体所无法解决的问题和回避的矛盾。打造区域经济共同发展的局面,必须联合本区域内经济体,从理性人的角度出发。各地方政府在追求区域经济高度一体化的先进化的同时首先要保证地方利益的顺利实现,但现实的操作中局部利益与整体利益往往在一定时期内会产生矛盾。由于多方面因素影响,区域经济发展差距过大,产业重复投资建设、生产要素和劳动力的不均衡流动都会造成合作的障碍,这需要地方政府以更加清醒理智的头脑去面对思考和解决困境。区域内的地方政府在选择合作战略时,首先必须明确的是,采取合作是最有利于区域经济发展的重要方式,只有明确了这一点才能更加积极有效地寻求合作；其次,必须要考虑的是在本区域内到底应该选择什么样的合作对象,只有经济利益相同、发展水平相似的地区联合在一起才能更加有效地促进经济和贸易的合理流动及资源的最佳配置；另外,现则什么样的合作机制是最合理有效的,什么样的合作机制有利于地方利益和区域利益的共同实现,是区域经济协调发展最需要解决的问题,也是本文着重需要探讨和解决的问题。本文主要利用理论研究的方法同时结合规范分析和实证分析,立足于区域经济协调发展的大背景,深入研究地方政府的选择和行为,在提出解决对策时根据列举的国内外实证情况加以分析,明确地方政府在合作和促进区域经济发展中的定位以及可行性机制选择。本文在探讨区域经济协调发展中地方政府合作机制之前,首先通过博弈论和集体选择理论分析确定了地方政府选择合作的必要性和可行性。其次,着重分析了西方部分发达国家在地方政府合作中的成功经验,这里以美国的特别区、南加州地方政府和大温哥华管理委员会为例,这三种地方政府的合作方式虽形式和内容有别,但其本质都是在地方政府以外建立一个独立的部门来解决公共问题,这种独立部门运行机制的有效性、法制性和权威性是保证地方政府合作取得成功的基础保证。接下来,根据我国的区域合作实践分析了我国辽宁沿海城市经济体、环渤海经济圈和长三角经济区这三个在我国发展了比较长时间拥有丰富经验的地方政府合作组织的运行实践。然后,对比国外成熟合作机制,探讨和发现我国地方政府合作中存在的各项问题,最后,结合国内外的地方政府合作经验联系我国经济发展的实际情况,总结了地方政府合作机制应该遵循的运行规律和实施方案,提出了适合我国国情的具体实践方法。本文着力研究适合我国社会主义市场经济现实的以及行政层级关系的地方政府合作模式,从务实的角度出发和探索。更多还原

【Abstract】 Nowadays, globalization and integration of economics is getting developed. To promote the developing of economics and to enhence strenth, counrties and districts are looking forward to cooperating. Those who have common resources and economic contacts attempt to stepping over the system of public administration, and constructing an economic mechanism. They are trying to promote the flow of essential factors of production, to make full, stereo, and mature regional economic community in order to solve the independent subject and unavoidable conflicts. It is a must that joint the area economy and start from the point of view of rational people to build the regional economic common development situation. The local government must ensure the smooth realization of the interests of the local while in the pursuit of the regional economic integration of highly advanced. However, the reality in the operation of local interests and overall interests often in a certain period of contradiction. Regional economic development gap is too big, industry repeat investment construction factors of production and labor of unbalanced flow would cause cooperation obstacle. In that case, local governments are required to more alert rational mind to face thinking and solve the problem. When government making a strategy of cooperation in the area,The first thing that must be clear is to adopt a cooperative is the most conducive to regional economic development and it is an important way. government can find a suitable cooperation more proactive only on that way. Second, government also should consider about what kind of object they can choose as a program of cooperation in the area. To promote economic, international trade, capital flows and optimal configuration of resource, government need ask the areas have the same level of development and economic interests to cooperate together. Third, The most important problem waiting to be solved is what kind of cooperation mechanism is the most reasonable and effective. and what kind of cooperation mechanism conducive to the interests of the local and regional interests realize together, those questions will be discussed and resolved in this essay.This article is based on the big background of coordinated development of the regional economy, using the method of theoretical research and combining with normative analysis and empirical analysis, researches on the government’s choice and behavior deeply. According to the empirical case at home and abroad, it helps clearing the local government in cooperation and promoting the development of regional economy and the feasibility of the positioning mechanism selection while proposing the solution.Before we discuss about the policy of local government cooperation in the coordinated economic development area in this essay, we should determine the necessity and feasibility of the local government cooperation through the analysis of game theory and select theory at first. Second, this essay emphasizes the analysis western developed countries’experience of local government cooperation. Special administrative region of America, local government of Southern California and management committee of Vancouver work as three samples, although the cooperation ways of these three local governments have some differentials in content and form, the nature is that they make an independent department outside of the government to resolve public questions. Those independent departments’ foundation is that its management is effectiveness, legality and authoritativeness. Second, according to the local cooperation in our county, we will analysis the coastal cities’economies of Liaoning province, the economic rim around the Bohai sea and Changjiang economies delta which three have rich experience and over a long period of time of operation. Third, this essay will compare with some mature foreign government’s cooperation program, find and discuss the questions in our government’s cooperation program. At last, we will combine the cooperation’s experience and the actual economic situation in our country to summarize some policy and practical method which is befitting our country’s actual situation.This essay discuss about the strategy of government cooperation which is befitting our country’s socialism market economy and administration mechanism.更多还原
