【摘要】 微博的兴起掀起了传媒领域的一场新革命,开创了“自媒体”时代。一种新媒介出现的意义,并不仅仅是提供了一种新的传播通路和传播平台,它更是一种观察和把握世界方式的改变,是对于社会关系的重新整合、社会资源的重新梳理。当下的中国,微博影响力的壮大具有现实的政治意义：一方面,微博为多元利益群体的多元话语诉求提供了平台,为公众提供了一个前所未有的自由讨论公共事务、参与政治决策的活动空间,从而刺激了中国民众对公权力与社会事务的监督热情；另一方面,微博为政府执政手段的创新提供了丰富的可能,比如政务微博就是技术发展与政府顺应政治世俗化需求相结合的产物：从2010年开始,政务微博在我国迅速发展壮大,成为公众问政的重要平台,并在逐步消解着传统的政治教条。学界认为,随着中国改革向纵深推进、居民收入水平的提高、教育文化和新闻事业的发展,当前中国政治正向世俗化方向发展。将微博的发展放在中国社会及政府由传统向现代化转型的大背景下来观察,就能发现,微博对政治文化的世俗化起着重要的加速作用。本文试图将对微博的探讨放在我国政治文化世俗化的大背景下,运用传播学、新闻学、社会学方面的理论,通过针对微博中和政治活动密切相关的一个细分门类——政务微博进行切入,并从这一视角出发,探讨微博与公众、政府之间的互动关系及其意义,进而客观评价微博对我国政治世俗化发展进程的影响。本文运用内容分析法,广泛搜集目前关于微博、政务微博的有关统计数据和分析案例,以新浪、腾讯两大网站上的中国大陆地区各级党政机关、带有公共服务性质的国有企事业单位开通的官方微博为重点研究对象。并选取了20个具有代表性的政务微博在一定时间段内进行跟踪记录,对一段时期内的微博舆情热点进行统计和分析。最后得出了微博对政治世俗化三方面的加速作用：使舆情政情复杂化,对政府形象实现世俗化再造,潜移默化地使政治生活化。也为政府辩证地看待和运用微博平台提供决策参考。本文认为,微博缓慢地推进国家新语境、国民新思维和社会生态变革。但是微博只提供了一个平台和一种可能,政府、官员普遍与民共享最潮的网络技术,更多体现的是一种姿态、态度,不一定完全等同于现实的政治进步；只有当这种姿态牢牢地固化于刚性的制度上,只有当这种态度深深植根于制度的演进中,政治的世俗化才能不断走向成熟。微博平台中,公民诸多的诉求和舆论往往与现实的政治经济生活相关,是现实制度下人们生存状态的一种反应,包括微博在内的网络虚拟社会管理,虽然技术性的引导非常重要,但治本之法在于现实中政治经济体制的自我反思和改革。更多还原

【Abstract】 The rising of microblog has launched a new revolution in media area, and creating a "new media" time. The significance of the emergence of new media, it provides not only a new communication channels or communication platform, but also a way of observing the world changing. It’s social reintegration and refurbishing to social resources.In China today, the growing influence of microblog is significant:On one hand, microblog provides a platform for diverse discourse demands of diverse interest groups, gives the public an unprecedented freedom to discuss public affairs, and to participate in political activities, thus stimulating the Chinese people for the supervision of public power and social affairs enthusiasm; on the other hand, microblog offers a variety of possibility for innovation of the administration tools, the government’s micro-blog is the technological development combined with the secularization government responsive to the political needs of the product.From2010, the government’s microblog in China’s has grown rapidly, it has became an important platform for public political action, and gradual digestion in traditional political dogma. Consequence of this effect is complicated, and conforming to the secular trend. To analysis of its significance, needs theory of communication science, journalism and sociology.People believe that as China’s reform in depth advance, higher levels of income and the development of education and culture, made Chinese politics are in a secular direction. Microblog is play an important role on the acceleration of political secularization of culture. Government’s microblog for research to explore the interaction between microblog and the public, the government and its significance, and objective evaluation of microblog influence on the process of secularization of political development in China.This article has been extensively collected now on microblog the statistical data and analysis, and selects20representative government’s microblog track tweets within a certain time period records, finally came to the microblog on political secular acceleration:to complicate the public opinion, secularization on the realization of government image reconstruction, make political life.
