【摘要】 园林绿化是城市生态系统中重要的组成部分，拥有生命力，兼具美化环境、净化空气、改善微小环境、文化传承、提供避险场所及提升城市形象等作用，是城市生存空间和市民生活质量不可或缺的基础设施。随着经济社会的发展，城市规模的扩大以及城市建设水平的不断提升，城市园林绿化管理日益重要，面临的问题也越来越多，在日常的管理中常常出现规划不规范、管理体制落后、养护管理不足等问题。本论文从当前广州城市园林绿化管理当中存在的现实问题入手，总结出当前广州城市园林绿化的管理主要存在以下的几个方面的问题：（1）城市绿化发展理念相对落后，与当前高速发展的经济社会生活和人们对绿地的要求不相符；（2）政府绩效导向的原因，在城市的建设过程，忽视自然生态环境，过分追求经济的发展，热衷“绩效工程”、“面子工程”；（3）管理和决策机制不够完善，城市绿地的建设存在不科学、不合理、不贴近民众等问题，同时也缺少完善的管理机制。针对广州市园林绿化管理存在的具体问题，本文力图较系统地分析研究相关影响因素，并参考和借鉴了国内外部分城市在园林绿化管理方面的先进经验，尝试提出规范广州城市园林绿化的几点建议：（1）更新城市园林绿化管理观念，以人为本，形成城市园林绿化整体性、长远性和可行性的管理理念，并借鉴学习先进的园林绿化管理办法和经验；（2）提升城市园林绿化的规划水平，从源头出发，形成完善的园林绿化规划管理系统；（3）健全城市园林绿化管理的体制和机制，提高园林绿化的管理绩效；（4）加强城市园林绿化建设和管理相关法制建设，规范园林绿化管理执法，加大执法力度，为城市园林绿化的管理提供有力的法制保障；（5）加强城市园林绿化日常养护管理，强化园林队伍建设，积极推广先进和园林养护技术，同时加大宣传力度，提高民众对城市园林绿化的保护意识。更多还原

【Abstract】 Landscaping is an important part of the urban ecosystem, vitality, both landscaping andclean the air, improve the microenvironment, cultural heritage, provide hedge places andenhance the city’s image and role of urban living space and people’s quality of life can notbeor lack of infrastructure. As the economic and social development, the expansion of the cityas well as the rise of the level of urban construction, urban landscape management isincreasingly important, the problems faced by more and more often occur in the day-to-daymanagement, planning non-standard, backward management system lack of conservationmanagement.This paper starts from the existing problems of the urban landscape management inGuangZhou, and then lists the current problems of urban landscape management inGuangZhou as follows.(1) The concept of urban greening development is relatively backward, which can notmatch the the rapid development of economic as well as social life and the requirement ofgreen space;(2) For the reason of government Performance-oriented, in the city’s constructionprocess, the government neglecting the natural ecological environment, excessive pursuit ofeconomic development, keening to "performance engineering","face engineering";(3) The management and decision-making mechanism is not perfect enough, theconstruction of the urban green space are unscientific, unreasonable and not close to resident,and lacking of perfect management mechanism.This paper tries to analysis and study the related factors systematically,and referencesome advanced experience in the landscape management of the cities at home and abroad,andattempt to propose several Suggestions of the standard of urban landscape in GuangZhouaccording to the specific problems in the landscape management in GuangZhou：（1）Updating the urban landscape management concept,building the urban landscapemanagement concept of integrity,Insufficiency and feasibility as people first,and introducingadvanced landscape management measures；（2）Regulating the planning and management of the urban landscape,building theperfect landscape planning management system based on the source of the city landscape construction；（3）Completing the urban landscape management system and mechanism,improvingthe management performance of landscape；（4）Strengthening the city landscape construction and the management of related legalsystem construction,standarding landscape management law enforcement,intensifying the lawenforcement,providing a powerful legal guarantee for urban landscape management；（5）Strengthening the daily maintenance and management of the city landscape,Strengthening the garden team construction, popularizing advanced and garden maintenancetechnology actively, increaseing the propaganda dynamics at the same time, and improvingthe protection consciousness of the public to the urban landscape.更多还原
